Summary/Abstract This paper applies the concept of “communities of practice” to al-Muhajiroun (“the Emigrants”), an outlawed activist network that seeks to create an Islamic caliphate in Britain and the West through activism and proselytizing. Responding to recent studies on terrorism learning and adaptation, the author argues that focusing exclusively on the outputs of learning is unsatisfactory. Instead scholars should analyze learning as a process and unpack the causal mechanisms behind it. To support his within-case analysis, the author draws on extensive field work, including interviews and ethnographic observation. Newcomers to al-Muhajiroun learn the community’s norms and practices through repeated interactions with more experienced activists. These interactions take place in study circles and through companionship. Activists also learn by doing, preaching the Emigrants’ Salafi-Islamist ideology at da’wah stalls and protesting against the West’s “war on Islam” at demonstrations. The more they do, the better they become at performing the network’s high-risk activism, and the more deeply committed they become to its community of practice. However, far from allowing activists to adapt seamlessly to all challenges, the Emigrants’ insular and dogmatic community of practice creates its own problems, hindering its ability to innovate, expand, and thrive in an increasingly hostile environment.

Summary/Abstract In the 21st century, nuclear security (NS) risks are more tangible with the probability of nuclear weapons and materials falling into the hands of terrorists becoming more real. The NS threat scenario presents a complex matrix of violent terrorism, Islamist militancy, a proliferation network originating from Pakistan (A. Q. Khan Network) and its spread to Iran, Libya and North Korea. To mitigate nuclear risks and inspire global nuclear confidence, an institutionalized structure is critical for strengthening NS. India has developed its centre of excellence (CoE) called the Global Centre for Nuclear Energy partnership (GCNEP).

Summary/Abstract This essay interrogates popular beliefs about Islamization of the Pakistan Army officer corps and the polity from which the army recruits. It first assembles and synthesizes the extant secondary literature on Islamization of Pakistan generally, and the army in particular. As access to the Pakistan Army diminished after 1990 when numerous US sanctions on Pakistan limited defense cooperation and other forms of bilateral engagements, this secondary literature is generally truncated to 1990. To expand what is known about the Pakistan Army, this essay next presents the results of an ongoing quantitative analysis of district-level officer recruitment (and retirement) data. This ecological study finds that, as recently as 2002, districts that produce army officers are actually more socially liberal and urban than is commonly believed. This essay discusses the implications of the changes in the officer corps and concludes with a call for a robust research agenda on the Pakistan Army.

Summary/Abstract Indonesia is generally viewed as a moderate Muslim nation that episodically struggles with terrorism. Between 1981 and the end of 2016, Indonesia experienced 156 attacks from some 15 Islamist militant groups. However, the lineaments of popular support for Islamist militancy in Indonesia remain understudied. In this paper, we expand upon the existing literature on popular support for Islamist violence in Indonesia by replicating and extending the empirical framework for modeling the relationship between support for various conceptualizations of Shari’a and support for Islamist violence offered by Fair, Littman and Nugent (2018) for Pakistan and extended to Bangladesh by Fair, Hamza and Heller (2017). To do so, we conduct ordered logistical regression analysis of Pew survey data which includes information about respondents’ religious beliefs and practice as well as support for Islamist violence. We find considerable evidence that their framework is useful for understanding support for violence in Indonesia.

Summary/Abstract This study combines network science and ethnography to explore how al-Muhajiroun, a banned Islamist network, continued its high-risk activism despite being targeted for disruption by British authorities. We analyze news reports, interviews, and field notes using social network analysis and qualitative content analysis to test hypotheses pertaining to network structure and performance. Our analysis suggests that the activist network’s structural properties had important implications for its performance during three separate time periods. What began as a centralized, scale-free-like, small-world network centered on a charismatic leader evolved into a more decentralized “small-world-like” network featuring clusters of local activists connected through multiple bridges. This structure allowed the activist network to engage in contentious politics even as its environment became increasingly hostile. We conclude by discussing the implications of al-Muhajiroun’s small-world solution for scholars and policy makers.
