Summary/Abstract |
Sustainable Development (SD) has played a major role as a foundation of several policy making frameworks developed mainly by international organizations. In this paper, some critical points regarding the origination and formulation of the SD concept are discussed. It is argued that the SD concerns with selected sectors and regions rather than the whole society and all regions of the world. To tackle these shortcomings, the conventional definition of SD is extended in this paper according to a broad philosophy of harmonizing key aspects of human, nature and systems performances over generations. Based on this extended definition, an improved Driving Force-State-Response (DSR-HNS) policy making framework is introduced. The main contribution is the modeling of the state block by human, nature and systems components to design overall and coherent policies. A procedure using the framework is also elaborated to monitor the current policies and design new ones, which provides a dynamic, nonlinear, feedback controlled policy making practice, not accommodated by existing policy making frameworks. Finally, a case study is presented to evaluate the effectiveness of the modified framework and the proposed model. The study assesses Iran's electric power generation system from sustainability point of view and develops new policies.

We have calculated annual (i.e., for each day of the year) daytime dependences of the electric power output per unit area of an a-Si:H solar cell (SC) at latitudes 45°N, 50°N, 55°N, 60°N and at certain geographical points of Russia, Kazakhstan, Ukraine and Belarus. The calculations were based on a rigorous theoretical model, which allows to determine photoconversion efficiency, optimal electric power output and other photovoltaic electrical characteristics at arbitrary angles of solar irradiance incidence on an a-Si:H-based SC. Parameters of the a-Si:H SC under consideration provide photoconversion efficiency of 10% at 12:00 noon on equinox day at the 45°N latitude despite small total thickness of 0.7 µm of the a-Si:H SC structure up to the rear contact. Normalization of the obtained results by maximal values enables one to infer respective time dependencies for other types of SCs. In combination with the data on average numbers of sunny days per year (or average annual sunshine hours) for certain geographical regions, this provides a way for understanding the feasibility of solar electricity generation in these regions. Based on this study, we identify regions of Russia, Kazakhstan and Ukraine, for which electricity generation exceeds the average values by over 30%.

Summary/Abstract |
The study analyses the possible impact of the electric vehicles' recharging activities on the electric supply system for the Province of Milan and on the global environment with a 2030 time horizon. In particular, the impact on the electric grid is seen both in terms of total electric energy consumption and in power requested to the grid. Because of the long recharging time required by the car batteries, the probability to have thousands of cars contemporary plugged-in at a given time is not negligible. On the other hand, the impact on the environment is seen in terms of CO2 emissions reduction. Even if, at the moment, the Italian electric energy mix is mainly generated by means of thermal power stations making use of not renewable fossil fuels, the efficiency of these plants is much higher than the efficiency of a vehicle's engine.
Results obtained clearly show that electric vehicles can contribute to the overall CO2 abatement strategy in the transport sector but at the same time without an appropriate regulation (e.g. the intelligent integration of electric vehicles into the existing power grid as decentralised and flexible energy storage asset), electric vehicles could heavily impact on the daily requested electric power.

Auctions have been used in several formats in the electric energy industry. In general, regulators may be uncomfortable initiating a reverse auction at a higher-than-expected final price, fearing that participants may sell their energy at an excess profitability. Nevertheless, evidence from electricity procurement auctions conducted in Brazil supports the findings that these types of auctions have the opposite effect. By attracting a larger number of agents, these auctions can trigger stronger competition and lead to lower settlement pricing. Accordingly, the Brazilian cases examined in this article present significant evidence to support this directional theory. In fact, there are some cases of electricity procurement auctions that show that inadequate auction reserve pricing leads to inefficient outcomes and may also cause the auction to fail. On the other hand, auctions with adequate price caps have led to lower final clearing prices, thus contributing to reasonable final energy pricing.
