Summary/Abstract Afghanistan today stands precariously perched on the edge of an abyss. A hapless victim of a once-again Taliban and al-Quaeda resurgence, an inept and deeply corrupt administration, a no so effective the US led international military presence, the devious role being played by its neighbour, Pakistan, and a booming drug economy makes Afghanistan a basket case of political and strategic instability.

Summary/Abstract The post-September 11 narrative of the drug economy attempts to isolate this 'problem' to the space of Afghanistan locally by stressing the tropes of tribalism and warlordism. In this narrative, these two phenomena are framed as obstacles in building a strong state and its institutions and ensuring development in Afghanistan. In contrast, I propose to understand tribalism and warlordism as political and historical categories, both in the sense of their discursive use as well as their function in Afghan social and political life, as Afghans organized themselves, but were also organized by others - though not in isolation, but in continuous engagement with these others. I place this analysis within the broader discussion of understanding how the Cold War interventions affected the organizing of political power in Afghanistan.

Summary/Abstract Belligerent nonstate actors including terrorist organizations often exploit illicit economies to fund their activities. In Colombia numerous belligerent groups are involved in illegal narcotics markets. For more than 20 years, the Colombian government has responded with targeted eradication of illicit crops, intending to undermine the groups' sources of revenue while simultaneously disrupting the illicit drug economy. Despite its duration, this policy's effect on guerrilla violence remains unclear. Examining the potential for violent backlash to these tactics, this research note assesses the impact of aerial coca crop eradication in Colombia from 2004–2005 on domestic Colombian guerrilla kidnappings, assassinations, and terrorism.
