Summary/Abstract |
The present issue of the journal is devoted to Russia's cooperation with the Association of Southeast Asian Nations (ASEAN).
Established in 1967, ASEAN has become one of the most authoritative and influential regional organizations. The experience of its development has confirmed that countries with different levels of socio-economic development, different political systems and histories can constructively interact, realizing the "unity in diversity" concept in practice. ASEAN's effective dialogue partnership with individual states and international structures helps expand cooperation and ensure security in the Asia Pacific region on the practical level.

Summary/Abstract |
The article argues that the Turkish experience with democracy may not affer a model for democratization of the Arab states in West Asia and North Africa.It begins with a brief account of institutional and political changes in Turkey since establishment of the modern Turkish Republic.It also explains how historical and structural conditions conducive to Turkey's progression to democracy are absent in much of the Arab world.

Summary/Abstract |
India as an emerging regional economic power in Asia is on the brink of assuming political leadership to preserve peace and stability in the region. This aspiration however, has not fructified due to India's complex and frosty relationships with its South Asian neighbours. Geopolitically India is surrounded by weak states that pose grim challenges to its national security as well as to its aspirations to emerge as a regional power and a global player in the international politics. Nevertheless, it is the only country in the region which can bear the liability of steering the area to the path of political stability and socio-economic development.

UNEXPECTEDLY FOR MANY, China in a historically short period of time made quite a "great leap forward" and became one of the leading powers. How come a seemingly backward country for decades suddenly turned out to be the world's second largest economy?
In actual fact, we observe the natural result of a well-thought-out systemic policy of Chinese authorities and the hard work of hundreds of millions of PRC citizens over 30 years of reforms. In spite of the burden of serious problems with which the country was and is still faced in its development, China continues to follow the path of development and modernization.

Summary/Abstract |
Russia’s 2018 presidential election campaign was accompanied by a new round of strategies of socio-economic development. This article analyses these documents from the perspective of the ‘politics of expertise’ defining the relations between the political regime and policy experts. The analysis draws on authoritarian politics and public policy literatures. The article argues that a ‘hollow paradigm’ approach to the politics of expertise has emerged in response to the dilemmas of authoritarian governance. While the substantive, ideational element of this paradigm is vague, its procedural, expert community-binding element is strong. The analysis contributes to the understanding of the politics surrounding the writing of strategic plans, the role of policy ideas and state–society relations in contemporary Russia.

Summary/Abstract |
This article assesses total EU financial flows towards the Western Balkans between 1991 and 2010. It shows that, in the short term, the majority of support has been allocated to humanitarian assistance and socio-economic development. Although the EU has declared its interest in democracy promotion, democracy assistance ranks only third on the list of its financial expenditures in the Western Balkans. Therefore, although EU financial aid is consistent with official EU programmes, it is inadequate in the post-conflict context of the EU candidate and potential candidate countries that require support for democratisation.
