Summary/Abstract Assessment of urban energy use may proceed by a number of methods. Here we derive an energy account from local statistics, and compare them with an input output (IO) analysis as applied to Melbourne, Australia. These approaches highlight different aspects of urban energy use and comparable outputs are presented together to assess consistency, to identify complementarities and discuss the insight each approach brings to understanding urban energy. The IO method captures the direct and embodied primary energy requirements of local household expenditure (235.8 GJ/capita/year) while the regional assessment more directly accounts for local production activity (258.1 GJ/capita/year). The parity of these results is unexpected for a developed city with a strong tertiary sector. Sectoral detail reveals differences between the primary energy required by Melbourne's economic structure and that ultimately required through the full supply chain relating to household expenditure. This is accompanied by an IO analysis of the geography of Melbourne's 'energy catchment'. It is suggested that the IO consumption and regional production approaches have particular relevance to policies aimed at consumption behaviour and economic (re)structuring, respectively. Their complementarity further suggests that a combined analysis would be valuable in understanding urban energy futures and economic transitions elsewhere.

Summary/Abstract This study presents fossil-fuel related CO2 emissions in Austria and Czechoslovakia (current Czech Republic and Slovakia) for 1830-2000. The drivers of CO2 emissions are discussed by investigating the variables of the standard Kaya identity for 1920-2000 and conducting a comparative Index Decomposition Analysis. Proxy data on industrial production and household consumption are analysed to understand the role of the economic structure. CO2 emissions increased in both countries in the long run. Czechoslovakia was a stronger emitter of CO2 throughout the time period, but per-capita emissions significantly differed only after World War I, when Czechoslovakia and Austria became independent. The difference in CO2 emissions increased until the mid-1980s (the period of communism in Czechoslovakia), explained by the energy intensity and the composition effects, and higher industrial production in Czechoslovakia. Counterbalancing factors were the income effect and household consumption. After the Velvet revolution in 1990, Czechoslovak CO2 emissions decreased, and the energy composition effect (and industrial production) lost importance. Despite their different political and economic development, Austria and Czechoslovakia reached similar levels of per-capita CO2 emissions in the late 20th century. Neither Austrian "eco-efficiency" nor Czechoslovak restructuring have been effective in reducing CO2 emissions to a sustainable level.

Summary/Abstract Current energy and GHG emissions policies either focus directly on emissions or promote renewable production and the implementation of specific efficiency measures. Meanwhile, the fundamental structure of the energy market based on profits through energy throughput remains largely unchallenged. This policy oversight prevents the transition to an energy economy in which profits are based on energy services delivered at the lowest energy cost: a performance-based energy economy (PBEE). The PBEE applies the combined concepts of the performance economy and energy services to the energy sector. Energy Service Companies (ESCOs) are discussed as an example of PBEE practices. The implications for energy suppliers and consumers as well as the conditions for PBEE diffusion and consequences for technological change are also explored. The expected environmental, social and economic benefits are described. However, absolute consumption and emissions reductions may prove elusive due to the rebound effect. In order to forestall rebound-led increases, complementary policy measures likely to lead to absolute reductions are required.
