Summary/Abstract On January 21-28, 2016, the 12th Congress of the ruling Communist Party of the Socialist Republic of Vietnam (CPV) took place in Hanoi. This important event in the public and political life of that country was the topic of a round-table discussion organized by the Center for Vietnam and ASEAN Studies at the Institute for Far Eastern Studies, Russian Academy of Sciences, held on February 25, 2016. About one hundred scholars of Vietnam and experts on Russian foreign policy, scholars from various research centers of Russia, deputies to the State Duma [parliament] of the Russian Federation, officials of the RF Foreign Ministry and other government agencies, representatives of the Eurasian Economic Commission, the Embassy of Vietnam to the RF, and Russia's Trade Mission in Vietnam, public organizations and business circles, Russian and Vietnamese mass media, and students and postgraduates of Moscow higher educational institutions attended the function.

Summary/Abstract This article discusses results of the 15th Russia-India-China (RIC) Academic Trilateral Conference held in Delhi at the start of 2017 and the current state of affairs in this format of international cooperation. Against the background of the debates that were held, the author analyzes certain results, challenges, and lessons of the 15-year development of cooperation in the RIC format, which continues to be an important factor in progressing to a polycentric world, and an instrument for strengthening relations of strategic partnership between Russia, China, and India.

Summary/Abstract THE GLOBAL FINANCIAL AND ECONOMIC CRISIS put a noticeable imprint on the preparations for the International Conference on Financing for Development, held at Doha, Qatar, from November 29 to December 2, 2008, and even made certain countries doubt the timeliness and expediency of that undertaking. But eventually a responsible approach prevailed, which made it possible to inscribe that high-level conference within the planned timeframe, with delegations from 169 UN and EC member-states (40 of them led by the heads of state and government) attending. Thus, despite the intensification of the financial and economic crisis, the world community confirmed its resolve to work for the attainment of the Millennium Development Goals (MDG) set by the UN 2000 Summit. Yet another important step forward was made that secured the consistency of the course launched during the high-level events on assistance to Africa and on the MDG progress, which were held within the framework of the 63rd Session of the UN GA in New York on September 22 and 25, 2008. The Doha Conference held a special place among those events. There is a growing awareness in the world that an effective solution to the development funding problems is crucial to success in all other vectors, be it the halving by 2015 of the numbers of people living in extreme poverty, reduction of child and maternal mortality levels, the fight against dangerous infectious diseases, including HIV/AIDS, malaria, and TB, or universal elementary education, access to drinking water, gender equality and sustainable ecological development parameters.

Summary/Abstract The acknowledgement of politics and institutions in developing countries is well in line with debates not only in the area of development effectiveness but also regarding new public management. Results-Based Approaches (RBApps), conceptually framed within these two debates, are designed to support outcome- and impact-oriented development goals. They link the achievement of results to monetary and/or non-monetary reward mechanisms. However, so far, development cooperation partners have mainly applied RBApps in the form of Results-Based Finance and Results-Based Aid. Through the provision of a conceptual framework, this paper embeds RBApps between different tiers of government within the discussion and applies Rwanda as a case study to it. Along the lines of Rwanda’s Domestic Performance Approach Imihigo, the article argues that development co-operation should be more proactive in considering these approaches, as they might be crucial in terms of sustainability and serve as a promising entry point for programmes supported by development partners.
