Summary/Abstract The incidents in the Depsang Plain, near the Karakoram Pass in April or more recently, in Chumar in South Ladakh, are the continuance of Nehru's blind spot for China. There is today a huge difference of 'perception' on the location of the Line of Actual Control which over the years has been moving towards the South and the West. The 1959 LAC was indeed far more advantageous for India than the present LAC.

Summary/Abstract Over the past few years, 'trilateral economic cooperation' and 'vibrant bridge' have become buzzwords in Nepal's foreign policy discourse, and have also caught the popular imagination at home in India. These proposals have generated both curiosity and anxiety in Delhi's diplomatic and academic circles that are otherwise largely indifferent to Nepal. The Chinese diplomats in Delhi also raising the issue with the Indian officials has added to India's anxiety all the more. With some notable exceptions (e.g., C. Raja Mohan, 'Three to Tango', The Indian Express, 7 May 2013), there is more or less consensus in India that such proposals from Nepal, if received formally, should be rejected outright, although some have prescribed the 'wait and see' approach as the best policy option for now. Moreover, the proposal has received prominence at a time when media reports about 'Chinese incursion into Ladakh' have flummoxed many policymakers in Delhi. While the Indian mandarins now seem to be handling the issue somewhat prudently, the supposed Chinese 'forward policy' across the Himalayas has already set alarm bells ringing, bringing back memories of the 'uncalled-for Chinese aggression' on India in 1962. It is in this context-'Chinese manoeuvres' across the Himalayas-that the rationale behind such plans in the changing dynamics of India-China-Nepal relations should be analysed.

Summary/Abstract Scholarly writings on Kashmir have primarily discussed state-centred initiatives that are aimed at fostering nationalism among border communities. In this paper, I use the example of Brogpas-a border community living on the contested line-of-control between India and Pakistan-to argue that national identity for Brogpas is the product of fostering their national boundaries through their everyday labour practices. A focus on khral (mandatory labour) among Brogpas illuminates how national identities are constituted in the peripheries rather than being 'imposed and built from the centre outward'.1 Khral also underscores the centrality of border practices in creating and maintaining national consciousness.2 The customary practice of khral demonstrates that citizenship to the village and the Indian nation-state are not construed as distinct processes by Brogpas. Brogpas establish and/or maintain their allegiance to a particular village by doing khral that among other things includes working for the Indian army as porters. An attention to khral highlights how national identity is instantiated among Brogpas though everyday practices of working for the Indian border rather than through mere symbolic constructions of an imagined community.

Summary/Abstract This article examines the relationship between affect and the state in post-colonial India, foregrounding sympathy as a feeling that arises from the embodied encounters and interactions between the state and a local population through state-building in the Himalayas. It establishes the emergence of sympathy in the materiality of the Himalayas and in the historical conjuncture of the passage to Indian nationhood in Ladakh, which was marked by the mobilisation of the local population in the defence of the territory of India amid the first Indo-Pakistani war (1947–48). This article argues that sympathy, in leading the state to reimagine the population of Ladakh, is integral to the reconfiguration of the region into a border area and to the rethinking of the sovereignty of the Indian state at its Himalayan frontier.

Summary/Abstract The intrusion by the Chinese Army in the Ladakh sector of the Line of Actual Control (LAC) was first reported by the media on 15 April 2013. Initial reports indicated that about 30-40 armed soldiers of the Chinese Army had set up three to four tents in the area of Depsang Bulge, south east of Daulat Beg Oldi (DBO). Subsequently, media reports indicated that the Government had accepted this intrusion to be 19 km from the LAC, inside Indian territory. The Depsang Bulge is east of the River Shyok and close to DBO, an old forward airfield, recently activated as part of the infrastructure development plan of the Indian armed forces in the Ladakh sector. The intrusion became significant because it was the first time that a transgressing patrol had set up camp and indicated its will to continue to stay put and proclaim, by way of banners, the area to be Chinese territory.
