Summary/Abstract Whether China could meet its 2030 energy conservation and emission reduction goals depends on whether energy efficiency serves as the most important measure of carbon emission reduction. This study has explored how industrial sector could achieve the goals on the premise of maintaining certain economic growth from the perspective of energy efficiency enhancement. The industrial correlation model and multi-objective optimization model are combined to find out the path of energy efficiency improvement, with the decision variables being economic output and energy intensity of various sub-sectors. Through intelligent optimization algorithm, nine paths of energy efficiency improvement are obtained and the corresponding optimal path is found out. The results indicate that regardless of the expected high-speed or medium-speed economic growth, the optimized path could achieve the goal of carbon emission peak, mainly depends on energy efficiency improvement. In the scenario of high-speed economic growth, the amount of CO2 emission could be reduced by 58.31% through energy efficiency enhancement, and further reduced by 28.22% through industrial restructuring; while in the medium-speed growth scenario, the CO2 emission amount could be reduced by 57.88% employing improving energy efficiency, and further be reduced by 29.44% employing industrial restructuring.

Summary/Abstract Carbon/energy taxes and energy efficiency improvement are studied well in the recent years for their potential adverse impacts on economy, especially for lost production and international competitiveness, and rebound effects. However, little attention has been paid to investigate them jointly, which can not only prevent fall of energy services cost and thereby rebound effect but reduce the associated macroeconomic costs. This study thus employs a 20 sector CGE model to explore separately the impacts of carbon tax and its coordinated implementation with energy efficiency improvement on the Pakistan economy. The country underwent enormous pressure of energy security issues as well as climate change fallouts in the last couple of years and can be regarded as a suitable candidate for energy/environmental conservation policies to be considered at a broader context with more concrete efforts. The simulation results show that the impact of carbon tax on GDP is negative but resulting reductions in pollutant emissions are relatively high. Moreover, the GDP is expected to grow comparatively positive when analyzed with improvements in energy efficiency, with even higher decline in energy consumption demand and so emissions. This simultaneous economic and environmental improvement would thus have positive implications regarding sustainable development of the country.

Summary/Abstract Starting with analyzing the investigation results by Ministry of Housing and Urban-Rural Development of China in 2005, more than half of the 10,236 participants are willing to improve the residential building energy efficiency and accept an additional cost of less than 10% of the total cost, the authors illustrate that incenting actions are necessary to improve building energy efficiency and build a central government-local government-market model. As a result of the model analysis, to pursue good execution effects brought by the incentive policies, the executors are required to distinguish the differences of incentive objects' economic activities and strongly respect the incenting on the energy conservation performance. A case study on the incentive policies of existing residential building energy efficiency improvement in heating zones in North China is given as well. Finally, it is strongly recommended to give the first priority to performance-based incentives so that to reduce the lazy behaviors of the incented objects and ensure the targets to be achieved.
