Summary/Abstract Successful multilateral economic, political or security cooperation as best exemplified by organizations such as the EU or ASEAN invites the question why comparable organizations have never been established in South Asia and the Indian Ocean Rim, two geo-strategically important world regions. This article foregoes political-realist arguments and offers an alternative explanation for the failure of regional multilateralism in those two regions by using the social-constructivist framework of norm localization. This framework, based upon third-generation norm diffusion, provides a new analytical toolbox for analysing the general puzzle why one region may accept a particular norm while rejecting another. Arguing the case for the existence of a special South Asian regional variation of multilateralism which is termed ‘Panchsheel-multilateralism’, the article examines the process of the localization of the global norm regional multilateralism and analyses how this norm became institutionalized in the form of the South Asian Association for Regional Cooperation (SAARC) and the Indian Ocean Rim Association (IORA). The main argument of the article is that the global norm of regional multilateralism has been localized into a principally Indian influenced model of multilateralism, based on the latter’s cognitive prior. Consequently, there has virtually never been room for any genuine multilateral cooperation, while tangible cooperative results are found in the bilateral domain only.

Summary/Abstract Maritime security in the Indian Ocean Region (IOR) has become a central consideration. Shared risks and common vulnerabilities for state and non-state actors, generated by traditional and non-traditional security challenges, converge to a significant extent at sea. Risk-based approaches offer the potential for regional and extra-regional actors to engage in a constructive and non-confrontational dialogue that can assist collective security cooperation. Analyzing the evolving risk context, and assessing the risks and vulnerabilities, offers a sound basis for developing cooperative strategies for enhancing security in the maritime domain. Developing a regional strategic risk assessment, with a maritime security focus, should be a priority for IOR cooperative security entities. The Indian Ocean Rim Association (IORA) and the Indian Ocean Naval Symposium (IONS) could play significant roles in this work.

Summary/Abstract This paper seeks to explore the prospects for women’s economic empowerment in the Indian Ocean region, bringing a feminist global governance perspective to the priority Trade and Investment Facilitation and Tourism areas of the Indian Ocean Rim Association’s (IORA) work. Why would investing in women’s economic empowerment bring benefits to 1 billion women living in the IORA region, and how could such investment also benefit 21 IORA economies? Part I outlines the links between women’s economic empowerment and overall sustainable macroeconomic growth that reduces inequality. Part II sets out some of the ideas that have been developed in other governance fora, or through international organizations. Part III notes some challenges IORA’s leadership may face in pursuing this agenda. I argue that this is an area of great opportunity for IORA, and a test of whether the organization is capable of setting governance and regulatory standards expected of modern regional organizations. Further, this article argues that women are disadvantaged in international trade with a particular focus on Indian Ocean region. Trade governance that gives more precedence to women’s rights recognizes women’s participation in informal trade and seeks to formalize that participation should be core to the enterprise of IORA.

Summary/Abstract The paper attempts to assess the performance of the Indian Ocean Rim Association (IORA) in the last 20 years since its birth in 1997 and foresees future challenges and opportunities for member states including Bangladesh. As a bridge between Asia and Europe, the Indian Ocean has become the new centre of global strategic and economic salience. IORA is the prime regional organisation devoted to the governance of this area. Despite its relative success, the potentials of IORA are believed to be remarkable. The organisation has provided a platform for cooperation in the areas of maritime safety and security, trade and investment facilitation, fisheries management, disaster risk management, academic, science and technology cooperation, tourism and cultural exchanges and blue economy, etc. Moreover, IORA has immense potential to become an effective regional forum, as observed in its 2017 Leaders’ Summit. However, the paper argues that vast area and diversity of the region, presence of numerous sub-regional and regional groupings, absence of influential leaders, exclusion of potential member states and lack of resources are some of the key challenges for IORA to become an effective regional organisation. At the end, the analysis exhibits some ways to strengthen IORA, i.e., increasing the role of major powers of the Indian Ocean littorals, creating a distinct identity, engaging the dialogue partners and greater grassroots involvement.
