Summary/Abstract This article builds on the ambiguous concept of the autonomy of universities with three historical turns in two dominant types of universities in the world – the Anglo-Saxon and American models, represented by the British and American institutions, and the Continental models, including the recently emerging Chinese University 3.0. Based on empirical data from two comparative case studies with a documentary analysis approach, I investigate the structure of the zhong-yong model of self-mastery, demonstrating how it may differ from the Western models and offering cultural interpretations for these nuances. The article concludes that self-mastery in the Chinese context provides an additional form of autonomy which is rooted in the pragmatic Confucian concept of zhong-yong. It is also found that through the pragmatism of self-mastery, the zhong-yong model enables Chinese universities to directly serve the state and, at the same time, to legitimate the priority given to their development by state power, thus creating abundant space and resources for them to fully unfold their potentialities. With multilayered and multidirectional power relationships, this model of governance has enabled Chinese universities to radically transform themselves in a short period of time and will allow them to eventually become global leaders, although they may have to sacrifice autonomous freedom in some ways.

Summary/Abstract This paper investigates the optimal choice of building energy efficiency (BEE) standard in the context of centralised urban district heating system in northern China. By employing a techno-economic analysis approach, we demonstrate that the current BEE standard implemented in the Chinese cities should be tightened further in order to achieve a socially optimal level. Without considering the externality costs associated with carbon dioxide (CO2) emissions, current BEE standards need to be upgraded to the equivalent level of French RT2005 standard coupled with a properly designed district coal-fired Combined Heat and Power (CHP). In contrast, the equivalent efficiency standard of Swedish building code is preferably to be implemented in the case of explicit carbon emission restriction as long as the marginal cost of carbon emission (carbon price) is sufficiently high. The fuel-switching policy (from coal to natural gas) in the urban district heating system would result in significant increase in overall costs if the BEE upgrade is not taken into account simultaneously. It is also found that BEE improvements in northern Chinese cities are more cost-effective than investing in low-carbon technologies such as wind power or Carbon Capture and storage in the EU and US with regard to CO2 emissions mitigation.

Summary/Abstract How to sustain rapid economic and urban growth with minimised detriment to environment is a key challenge for sustainable development and climate change mitigation in developing countries, which face constraints of technical and financial resources scarcity as well as dearth of infrastructure governance capacity. This paper attempts to address this question by investigating the driving forces of transport demand and relevant policy measures that facilitate mitigating GHG emissions in the urban transport sector in Indian cities based on a critical review of the literature. Our overview of existing literature and international experiences suggests that it is critical to improve urban governance in transport infrastructure quality and develop efficient public transport, coupled with integrated land use/transport planning as well as economic instruments. This will allow Indian cities to embark on a sustainable growth pathway by decoupling transport services demand of GHG emissions in the longer term. Appropriate policy instruments need to be selected to reconcile the imperatives of economic and urban growth, aspiration to higher quality of life, improvements in social welfare, urban transport-related energy consumption and GHG emissions mitigation target in Indian cities.

Summary/Abstract The twelfth five-year plan (FYP) endorsed by the People's National Congress in March 2011 plays a crucial role in shaping China's development trajectory over the next decades , and especially for the fulfillment of the 40-45 carbon intensity reduction target by 2020. The plan will condition both the medium and long term perspectives of economic restructuring, rebalance between the inclusive economic growth and environmental objectives, which are compounded by multiple constraints faced by China such as aging population, natural resources depletion, energy supply security and environmental deterioration. This article investigates the major energy and climate targets and actions specified in the 12th FYP to gain insights into the nature and magnitude of challenges and difficulties with regard to the medium and long run economic and environmental policies. It points out that China should articulate sectoral policies with the global climate mitigation targets to avoid long term carbon lock-in. Based on an in-depth analysis of the objectives in the plan, it is argued that the implementation should include mainstreaming developments of appropriate instruments to support cost-effective energy efficiency improvements and carbon intensity reduction in the next five years.

Environmental Clientelism: How Chinese Private Enterprises Lobby under Environmental Crackdowns / Zhan, Jing Vivian ; Li, Jun   Journal Article

Summary/Abstract China's environmental crackdowns under Xi Jinping have led to a sweeping shutdown of private enterprises. To circumvent this, enterprises have developed different survival strategies including direct lobbying to government officials and indirect lobbying through business associations. Based on comparative case studies of environmental lobbying in Chinese cities, our research finds that larger enterprises, enjoying more economic leverage, tend to lobby directly using their own political connections to sway environmental enforcement. By contrast, smaller enterprises are excluded from these clientelist networks and have to lobby through business associations, the effectiveness of which hinges on the support of large enterprises. Therefore, we argue that although the Chinese government's increasingly stringent environmental policies have shrunk the lobbying (and living) space for private enterprises, the existence of environmental clientelism protects economically powerful and politically connected private enterprises but sacrifices the others in the implementation of environmental policies.
