Summary/Abstract For some time now, there has been a buzz about India's growing role in the world and a widespread feeling that India must play a much larger global role. Today, this feeling has become far more acute. It is important, then, that there should be greater, and more widespread, awareness of foreign policy challenges faced by India, as well as a deeper understanding of the stakes and options for India's foreign policy. The public needs to be more knowledgeable about foreign affairs, which cannot be the concern only of those who exercise power in New Delhi. It is something in which every citizen should be involved. It is also essential that there should be a vibrant and constructive debate, especially involving the young, on where we are headed and why, because unless there is public support our foreign policy will not be successful. Some recent incidents pertaining to our relations with Sri Lanka and Bangladesh where the Chief Ministers of Tamil Nadu and West Bengal respectively forced the hand of the Central Government illustrate this point. I am glad that the BJP manifesto talks about having a "Team India" that brings together the Prime Minister and the Chief Ministers of States. My conversation with you today is a small effort to create this awareness, perhaps stimulate your imagination and set you thinking.

Summary/Abstract A combination of economic, strategic, and domestic considerations has led India to pay greater attention to its eastern neighbours since the 1990s. India's steadily growing ties with East and Southeast Asian countries have become an increasingly important element of India's foreign policy. India is working with these countries bilaterally as well as through regional frameworks like the EAS, ASEM, and ASEAN, and sub-regional organizations like BIMSTEC and Mekong-Ganga Cooperation. The main driver remains economic, and India has many ongoing and planned FTAs with the countries of this region. Of late, defence and security ties too have grown. However, India's relations with China remain tense and troubled, with persisting differences over the border, Tibet, and China's patronage of India's South Asian neighbours, particularly Pakistan. Asia's major players will have to overcome internal rivalries and consciously evolve a cooperative paradigm for Asian security and cooperation to enable Asia to play a leading global role

Summary/Abstract The current global debate about resource competition and resource nationalism is frequently situated only in the context of natural resources, particularly energy sources. However, an equally keen and perhaps more vital competition is taking place over capital, labour and technology, the other key factors of production. Nonetheless, the current and looming conflicts over natural resources centre on energy sources, particularly oil. Given its location and size, its economic and military strength and potential, and its position as a growing consumer of energy, India will be very much a part of global energy geopolitics in the coming years. Since energy flows and energy projects are often key determinants of many bilateral relationships, and invariably have a regional, at times even a global, significance, India needs to give much greater and more focused attention to energy issues in its security and foreign policy perspective.
