Summary/Abstract This article reviews and synthesizes social science knowledge on the connections between popular support and terrorist/insurgent sustainment. After distinguishing between "sympathetic of" and "supporting," the author identifies support requirements of terrorists and insurgents, the range of sources of support, and motives for support. A scheme of relationships between factors contributing to strength of support is essayed. As a caveat to population-centered approaches to counterterrorism and counterinsurgency, the article concludes that support is not "one size fits all," and that certain factors, when present, are more amenable to policy influence than others. These conclusions suggest that it is imperative that practitioners of counterterrorism and counterinsurgency be mindful of the specifics of their case when seeking to undermine support.

Summary/Abstract Intelligence professionals called "briefers" provide intelligence information on a daily basis to senior civilian policymakers. Herein is a description of what actually takes place prior to, during, and after the face-to-face interaction. While a body of work exists on presidential briefings, this assessment is unique because it deals with the process of transferring knowledge to policymakers, and specifically from the briefer's perspective. Individuals from the outside, and even intelligence officers or others who have studied intelligence but have not been "briefers," might find some of this material fascinating, yet possibly hard to believe. But those who have been "briefers" will find that this mostly validates their experience."

Summary/Abstract This article analyzes the motivations behind individuals who chose to adopt terrorist methods in the Chechen conflicts of the late 1990s and early 2000s. While the seemingly obvious motivation in joining in a 'religious' war of jihad would be a strong belief in that religion, the reality is more complicated. The motivations behind these individuals were not only religious, but cultural, social, and political. This indicates that while the methods and ideological rhetoric adopted by Chechen terrorists prove similar to methods adopted by terrorists across the world, the fundamental causes and drive behind these terrorists are actually quite distinct and unique from others.

Summary/Abstract As terrorism on all scales continues, it is necessary to improve understanding of terrorist and insurgent activities. This article takes a Geographic Information Systems (GIS) approach to advance the understanding of spatial, social, political, and cultural triggers that influence terrorism incidents. Spatial, temporal, and spatiotemporal patterns of terrorist attacks are examined to improve knowledge about terrorist systems of training, planning, and actions. The results of this study aim to provide a foundation for understanding attack patterns and tactics in emerging havens as well as inform the creation and implementation of various counterterrorism measures.

Summary/Abstract The first objective of this article is to provide conceptual clarity regarding the term 'support' in the context of insurgent campaigns. While it is commonly claimed that insurgent and counterinsurgent forces compete for the support of the populace, there is often ambiguity as to whether this refers to a voluntary preference for a group of armed actors (attitudinal support), or a set of actions that provide direct benefits to one of these groups (behavioural support or collaboration). Furthermore, while a number of academics and practitioners focus upon the former on the assumption that it translates into the latter with sufficient consistency (Lawrence 'of Arabia', Mao, etc.), others maintain a contradictory stance (Kilcullen, Kalyvas, etc.). The findings from research undertaken into the 1996-2006 conflict in Nepal suggest a more complex reality in that certain forms of collaboration (e.g. provisions of information) seemingly necessitate supportive attitudes to a greater extent than others (e.g. supplies of food). The second objective is to evaluate the various approaches used by the Maoist insurgents to generate these distinct forms of support. While their ideology largely failed to resonate with the populace, attitudinal support was obtained through various 'popular appeals', including land reform, an opposition to an increasingly repressive monarchy, and campaigns to empower certain marginalised sectors of society. In contrast, the development initiatives of the Maoists, and their nationalist rhetoric in opposition to US and Indian influence were substantially less effective. Each of these initiatives were undertaken to obtain collaboration via attitudinal support, but the former was also generated directly through the use of coercion against specific non-combatants.
