Summary/Abstract This article examines how civil society organizations navigate local government to secure more inclusive environmental governance. Based on an in-depth case study of water governance in Zhejiang Province between 2012 and 2018, we find that Green Zhejiang, a civil society organization, exercised informal power to hold the local government accountable based on two strategies: mobilizing citizens to collect information on water pollution and strategically leveraging the authority of provincial government to find citizen-focused solutions. Most existing studies foreground one stage of the policy process – advocacy in the agenda-setting phase, policy entrepreneurship during the design phase, or monitoring during the implementation phase; however, we examine strategies of civil society organizations throughout this policy lifecycle. With this approach, we are able to analyse the strategic interactions between different levels of the government and civil society organizations and locate the positive outcomes and limits under the current governance system. Despite policy successes, Green Zhejiang still acts informally, which limits long-term effectiveness. However, incorporating citizens into public administration in a meaningful way requires sharing policymaking power formally, and thus far, local governments are only willing to share power in an ad hoc and informal way. More institutionalized citizen participation is necessary to develop innovative solutions to the severe environmental degradation in China.

Summary/Abstract In this article, we propose a causal relationship between a region's communist revolutionary legacy before 1949 and the variation in private sector development after 1949. In the case of Zhejiang, the pre-1949 revolutionary experience led to the power struggle between two elite groups, the guerrilla cadre group and the southbound cadre group, in the province after 1949. As the weak side, guerrilla cadres were willing to protect local economic interests in exchange for local popular support, which improved their odds of political survival. As a result, in contrast with counties where the guerrilla forces were historically weak, counties with strong guerrilla forces before 1949 saw significantly more robust private sector development throughout much of the Mao and post-Mao periods. In this article we provide preliminary historical and statistical evidence to support this hypothesis.

Summary/Abstract Drawing on the data collected from three surveys in China's Zhejiang province during the period from 1999 to 2006, this article attempts to examine women's political participation in village autonomy and village elections in China. The data show that while men and women have obtained a very similar level of self-awareness and motivation in terms of political participation, China's patriarchal system, embedded in various forms of mindset and political practice, continues to constrain rural women's political involvement in a substantial way. The gender gap remains and the proportion of rural women in local power structures is declining. The article explains both the similarities and differences between men and women in rural political participation, and identifies some major causes for the decline of women's share in grassroots leading positions. It shows that there is no causal linkage between economic development and the improvement of women's political participation, and that the lack of political and other systematic supports leads to the low proportion of women in local power structures.
