Summary/Abstract The 70th anniversary of the common victory of the Armed Forces of the U.S.S.R. and the Mongolian People's Republic over the troops of militarist Japan and its puppet state Manchou-Go on the Khalkhyn Gol River in Eastern Mongolia was marked in August 2009. A number of functions were arranged in Russia and Mongolia devoted to this memorable date. It was not accidental that the first official visit of the Russian President Dmitry Medvedev to Mongolia was timed to the celebration of the anniversary. While handing Russian awards to Mongolian veterans Dmitry Medvedev noted that the peoples of Russia and Mongolia "would always remember our alliance and cooperation in battle and those who defeated the aggressor, upheld the territorial integrity of Mongolia and, ultimately, contributed to the rout of the enemy in the Second World War.

Summary/Abstract This article critiques constructivist approaches to the international relations of the Middle East and sets out an alternative interpretation of the role of ideas based on political economy and the sociology of knowledge. It cautions against using constructivism as a way of 'building bridges' between IR and Middle East Studies and disputes the claim that the norms of 'Arabism' as a putative regional identity are in contradiction with those of sovereignty. The article shows that this assumption is based on the combined influences of modernisation theory and Orientalist assumptions about the power and continuity of regional culture that have persisted in Middle East IR. This is despite the fact that there is no reason to believe the Arabs constitute a more 'natural' nation than do the Syrians, Iraqis or Egyptians. The political role and resonance of ideas can be better established by viewing the modern history of the Middle East in terms of domestic structure and social change, and in particular emphasising the role of rising middle classes in revolutionary nationalist movements. The findings of this article raise questions for the utility of 'moderate' constructivist interpretations of International Relations as a whole.

Summary/Abstract China is the least disadvantaged major economy in the current era of global economic uncertainty. Thus it is becoming the focus of attention of its neighbours and is achieving a prominence in the world political economy unparalleled in its modern history. To a great extent, China's success is the result of 'good neighbour diplomacy' such as 'win-win' and the policies of reform and openness of the past thirty years. However, despite continuity in policy, China's 'peaceful leap forward' since 2008 has changed the context of its external relationships. The increasing asymmetries between China and its neighbours, as well as decreasing asymmetry with the United States, require an adjustment of win-win values beyond mutual benefit to credible reassurance. As China's neighbours become more dependent, they also become more anxious concerning their interests. Meanwhile, China's relative gain on the US requires a different kind of confidence-building diplomacy.

Summary/Abstract Angola may be entering a pivotal moment, triggered by persistently low oil prices and its president José Eduardo dos Santos (the world's second longest-serving president) signalling that he may step down in 2018. Will this result in continuity or change? This review article of six books on modern Angola shows that since 1820, significant dips in international commodity prices have marked moments of lasting political change in the country. They also show that the history of Angolan nationalism is one of deep divisions and that political loyalty and support were often more about survival or ambition than about ideology and ethnicity. Throughout modern Angolan history personalities, such as Agostinho Neto, Jonas Savimbi and José Eduardo dos Santos, have also played a critical role in determining the country's fortunes. The single greatest foreign influence on Angola might be Cuba's ‘internationalist solidarity’ of sending up to five per cent of its population to Angola between 1976 and 1991 in support of the Movimento Popular de Libertação de Angola (MPLA). Over a decade later, the Chinese also found that the MPLA government determined their partnership. This review article examines the strength of Angolan agency and how the drivers of change are complex, determined by personality politics, geopolitics, prestige, solidarity, cost–benefit analysis and timing.

Summary/Abstract The impending Scottish referendum on independence raises the question: what is a nation? This article addresses this question in terms of 'economic nationhood'. Tracing the development of the Scottish economy over the last century and a half, it shows how the extraordinarily 'globalised' economy of pre-1913 Scotland slowly evolved into a much more self-reliant entity. Today, Scotland has a de-industrialised and substantially de-globalised economy, with a very large public sector about which key decisions are made in Edinburgh. Scotland has become much more of an economic 'community of fate' than ever before in its modern history.

Summary/Abstract Sandwiched between Russia and China, Mongolia has long been dominated by the two giants that surround it. Indeed, for most of the past four centuries, the choice between its neighbors' influence has been an either-or proposition. With the brief exception of Japan's intervention on the Asian mainland during World War II, there were no external powers that Mongolia could conceivably approach to soften the harsh Russia-China alternative. In recent years, though, the situation has changed dramatically. For the first time in modern history, Mongolia has asserted its sovereign right to engage in numerous bilateral relationships outside the old Russia-China dynamic, focusing on both strategic affairs and economics. In 2013 alone, the nation signed 63 bilateral and international agreements.

Summary/Abstract Mira Siegelberg has written an important and challenging book. It began as a doctoral dissertation that I was privileged to discuss with her as it took shape. The dissertation, in turn, originated with a profound question that presented both theoretical and practical challenges and I believe has continued as the underlying thread: what does statelessness imply in a world covered by and divided into states? How is it conceptually and legally accommodated? How does the condition of statelessness help define the world of nation-states? What is the civic status of the stateless subject, often expelled from his or her homeland, who lacks the credentials to claim entry elsewhere? To this end, Siegelberg has immersed herself in a century and a half of difficult legal thought, some of it well-known, but a great deal unearthed as the usually ignored articulations of our everyday practices.
