Summary/Abstract |
China’s re-emergence as a great power will depend largely on its ability to create a favourable external environment. In order to create this environment in the 21st-century world, China must use its power resources in ways suitable for engaging with and gaining the support of the diverse range of actors that now make up the world political system. As such, China has increasingly emphasised the use of its power resources for attraction, appeal, persuasion and co-option. Culture is regarded as an especially useful resource for such purposes, and China has been actively promoting and projecting elements of Chinese culture throughout the world. This article aims to map and evaluate China’s cultural projection, with a particular focus on its Confucius Institute (hereafter CI) project. It uses academic literature, media reports, internet documents, interviews with people involved in or with an interest in the CI project, interviews with Chinese-language teachers, and a survey of Chinese-language students’ views in order to argue that while the CI project has reached much of the world and conducted numerous activities in a short space of time, its contribution to crafting China’s desired external environment has been somewhat uncertain and limited.

Brussels-High unemployment, bleak economic outlook, high public and private debts, dysfunctional banks, weak competitiveness, and an unfavorable external environment are just a few of the challenges facing southern members of the euro zone. Despite these hurdles, the ever-optimistic European Council and other leaders said in January that the euro crisis had bottomed out. Herman Van Rompuy, the president of the European Council, proclaimed, "The worst is behind us, in particular the existential threat to the euro." Then there was Mario Draghi, president of the European Central Bank (ECB), who declared that "the darkest clouds over the euro area [have] subsided."

In April 2009, the NATO Strasbourg-Kehl Summit adopted a series of joint declarations and strategic plans, demostrating that NATO is entering a new round of military-political strategic adjustment. NATO's new strategic direction has been motivated by various internal and external factor, including the pressure of the new international environment, the Obama administration's desire to upgrade strategic cooperation with its allies, the major European states represented by France and Germany seeking to strenthen the European pillar within NATO, and the urgent need to readjust NATO's external relations.

Summary/Abstract |
This article surveys China's current naval forces and considers key dynamics and possible Chinese naval futures to 2020, the projected end of Beijing's 'strategic window of opportunity', the idea that a peaceful external environment for economic development, globalization, and integration of China into the global economy allows China to benefit from diversion of US attention to countering terrorism. It considers broad possibilities through 2030, the general limit of public US government projections, and by which time multiple factors will likely slow China's growth and compete for leadership focus and resources.
