Summary/Abstract An international academic symposium for the "60th anniversary of the establishment of diplomatic relations between China and Mongolia:Cooperation and Development" was held on May 12-13th at China Institutes of Contemporary International Relations. Guests from the Institute for Strategic Studies of Monglia, the institute of International Studies of Monglia Academy of Sciences, the Government Agency of Mongolian National Development and Innovation Committee, the National University of Mongolia, the Mongolia Development Institute, the Embassy of Mongolia in China took part in the symposium.

Summary/Abstract THE MINISTRY OF FOREIGN AFFAIRS was the first among the government agencies in Russia to start actively introducing automation into its work. This began in 1983, when the country's leadership launched a legal and regulatory framework for joint work and coordination of action by various departments to ensure entry to the USSR for an increased flow of foreign nationals. The urgency of the task became clear after the 1980 Moscow, Tallinn, Leningrad, Kiev and Minsk XXII Summer Olympic Games, when the number of participants, guests and spectators in Moscow alone exceeded 200,000.

Summary/Abstract It is only natural that Russian regions have been stepping up their international activity and have been concerned over international problems. They have been directly drawn into international processes by globalization. Foreign economic activities have become an important feature of social and economic development for many Russian regions and the dominant social and economic factor for some of them. After the collapse of the Soviet Union, which entailed the severance of long-time ties that its command economy had brought into being, many of Russia's regions saw international activities as a way to improve their difficult social and economic situation. However, there are clearly legal boundaries for such activities - they must not contravene the national interests of the Russian Federation.

Summary/Abstract The PLA's role in Beijing's foreign policy-making process is a closed book but it is a key research topic in our study of Chinese diplomacy. This paper argues that generally the PLA abides by a fine division of labor with the Ministry of Foreign Affairs (MoFA) in managing Beijing's international pursuits. The civilians are in charge of China's generic foreign affairs and daily diplomacy. The Central Military Commission (CMC) is responsible for security/military-related foreign affairs and defines the bottom-line for employing force in conflicts. Institutionally the PLA's role is more directional than detailed and is often behind the scenes. This complicates our research of the subject matter, as the line between this division of labor is thin over many diplomatic issues. Often times it is hard to demarcate where Beijing's normal diplomacy ends and where security/military dynamics begin. This paper adopts a two-layered analysis on civil-military interaction on foreign and security affairs: the broad consensus of CCP-PLA leaders on CCP regime stability at a time of drastic domestic change and world pressure; and the PLA's directional role in China's security/military-related foreign affairs under a generic civilian guidance.
