Northers hemisphere maritime powers are shifting their focus to waters above 66 -30 latitude. The 2 August 2007 planning of titanium Russian flag on the North Pole seabed by a Mir deep-water submersible supported by the nuclear-powered icebreaker Rossiya and research ship Akademik Federov generated significant global media coverage and a groundswell of domestic Russian pride. While not a military mission, this event triggered frantic arctic security interest reassessments.

It is always nice to hear that we done something right particularly when that comes from distinguished Marine. In the February 2008 Proceedings, Lieutenant General Bernard E. Trainor correctly credited the maritime strategy of the 1980 with making and visibly exercising the U.S. Navy and the Marine Corps for seizing the initiative at the outset of war. Not surprisingly, the general focused on the role the Navy and Marines on NATO's northern flank as an important manifestation of that strategy. However, for those of us who gave birth to the Maritime Strategy at CINCPACFLT headquarters at Makalapa, Hawali, in the summer and fall of 1977, the offensive operations on the northern flank of Europe that came to be practiced in the 1980's were frankly an unintended consequence.

Even though the Arctic is a relatively small are on the planet, the entire region is becoming integrated with the rest of the global economy, primarily through exploration and development of a large, untapped storehouse of natural resources.

Decades of foreign policy hypocrisy and economic double standards have resulted in a pervasive resistance to and suspicion of U.S. inveolvement in Latin America. The animosity manifests itself in ways that are direct threats to our national security: U.S. diplomats have been expelled, narcotics trafficking has reached record heights, and our military is being ousted from strategically important bases in the region. The United States is losing access and influence in Latin America and Caribbean nations like never before. Unless, we act quickly, we may be unable to regain our standing in this vital area.
