Summary/Abstract THE UNITED NATIONS Educational, Scientific and Cultural Organization (UNESCO) pays special attention to bioethical issues when considering the social and ethical challenges facing humanity [6]. Bioethics, as an interdisciplinary field of knowledge at the intersection of philosophy, law, medicine, sociology, political science, demographics, and cultural and religious studies, addresses moral aspects of people's attitudes toward life and death. It comprises a wide range of socioeconomic, ethical and legal issues on the assumption that human values must not be considered separately from biological facts, and strives to develop moral and ethical norms, requirements and principles, establishing mechanisms for using scientific and technological achievements to benefit people and nature.

Summary/Abstract Without a doubt, city diplomacy will have to be studied thoroughly as the most interesting phenomenon and an integral component of modern international affairs. Today it consists of an entire system of interaction between of state and municipal governments of cities, intergovernmental, intercity and nongovernmental international organizations, national, regional, municipal and local commercial and noncommercial agencies, institutes of civil society in various cities and countries around the world. The principal goal of international cooperation of cities within this system is perhaps comprehensive development of urban habitat, infrastructure, social sphere, culture, education, sport and leisure facilities to improve conditions for urban residents, foster peace, tolerance, religious and ethnic harmony, prevent and resolve threats and conflicts and threats to security, and to improve understanding between countries and nations.

Summary/Abstract TODAY, international relations, global problems and the scientific community are much closer connected than at any time in the past. The mounting wave of risks and threats demands scientific studies, analyses and assessments as the starting point for dealing with multiplying crises and defining them. No wonder scientists with adequate knowledge and adequate instruments of research sounded an alarm in an effort to arrest the movement to the point of no-return. Their concerns about the processes and the phenomena that might endanger the very existence of mankind developed into an important factor of international life long before the movement acquired organizational forms and the Union of Concerned Scientists (UCS) was set up in the United States.

Summary/Abstract HUMANKIND has found itself in a rather deplorable state in 2021. The coronavirus pandemic as a new global threat has exacerbated existing risks and challenges. The economic depression that has affected the world, coupled with social problems and the inability of states to effectively protect their citizens, has revealed a systemic crisis of the existing world order. "Degradation" has become a key term in describing the situation in various sectors. The international order is dangerously degrading. The principles of the UN Charter and international law are eroding. Relations between the West and the East, which have taken years to develop, are losing their relevance and their value. Differences between the North and the South are growing.

It was the year of the 75th anniversary of the Great Victory, and the establishment of the Yalta-Potsdam system of international relations, the UN and UNESCO - a milestone year highlighting the mounting danger of global confrontation. It was a year of discoveries and losses, of desperation and hope in battling the coronavirus, an economic crisis and conflicts. It was a time when humankind shed false ideas and turned to human life as the supreme value, only to discover that neither states nor international organizations could protect it effectually.

Summary/Abstract IMPERIAL chutzpah as a phenomenon of international relations has been known since antiquity. It stems from the fact that, as the great Ancient Greek philosopher Thucydides put it back in the 5th century BC: "The strong do what they can and the weak suffer what they must" [1]. Throughout history, the phenomenon of imperial insolence has invariably manifested itself in world politics and diplomacy as a destructive factor that has provoked wars, conflicts, and other calamities. However, one-sided gains and preferences that states on the road of imperial insolence expected to acquire (and did acquire) by disregarding the legitimate interests of other peoples and international security turned out to be fairly limited in the context of history and, in the final analysis, contributed to the downfall of the empire. Imperial arrogance, as embodied in American foreign policy, should never escape our attention and deserves very serious analysis. As an important factor of international relations, it should be resolutely rebuffed by any state that cherishes its sovereignty and seeks to preserve it.

Summary/Abstract IN SUMMER 2012, a delegation of the Faculty of Global Processes of Moscow State University established cooperation with the London Academy of Diplomacy. The following year, the honorary director of the academy, Professor Joseph Mifsud, took part in the Globalistics 2013 international congress at Moscow University, and, during his stay in the Russian capital, suggested that our faculty join a project to reform Link Campus University in Rome to give it the nature of a genuinely international educational institution.

Summary/Abstract WHEN WE THINK about the world of today, unfortunately, we have to recognize that the so-called end of the Cold War has made it neither more stable nor more secure. The bipolar geopolitical system, which had for nearly half a century kept the world away from a new global confrontation and which disappeared together with the Soviet Union, has still not found a replacement. Far from being formed, a new system of international relations has not even emerged in general outline. It seems that the U.S.-led unipolar model is unacceptable to anyone but the U.S. In any case, there are no indications that other states, even its closest allies, are ready to accept an official status as a vassal to the only superpower that has remained from the former bipolar world order.

Summary/Abstract The concept of values, therefore, is fundamental for the world community and international relations: they determine individual and collective behavior; shape customs, traditions and cultures; and serve as the source of juridical laws. In short, they are signally important for the human community. Axiology as a science of values proceeds from the premise that there is no complete and final list of values cherished by all mankind. Values differ from one stage of history to another. As one of the key categories of social thought, the concept of values is behind the objects and phenomena, their properties and ideas that embody social notions and ideals. The Constitution of the Russian Federation has identified human rights and freedoms as the highest values of mankind.
