Summary/Abstract |
What is consensus? This is one of the methods of making decisions at multilateral forums. In order to be approved by consensus, a decision should be supported by all, or at least not raise objections among any participants in the forum. This is its fundamental difference from the other methods, like the method of making decisions based on majority of votes.

During the 20th century, relations between the United States and China underwent major changes several times. They went from the United States' opposing Japanese aggression in China in the 1930s, based on the U.S.A.'s Open Door policy; to a close military and political alliance in the 1940s, including recognition of China as a great power; and finally, to refusing to recognize the People's Republic of China in the early 1950s and adopting a policy of containment and isolation. The dead end in relations between the two countries was opened by U.S. President Richard Nixon's visit to China in 1972 and the concurrent signing of the Shanghai Communique.

Summary/Abstract |
he crisis of the nuclear nonproliferation regime, developing in the face of the growing threat of international terrorism and the desire of some countries to obtain the most deadly of weapons, motivates the international community to find new ways to counteract these developments. In the early 1990s, the author of this article participated in negotiations for the nuclear disarmament of Ukraine, a former Soviet republic which received its full independence in 1991. The ‘nuclear disarmament’ of Kiev, whose nuclear arsenals exceeded those of Britain, France and China combined, took more than two years of negotiations. The following details reminiscences about those negotiations. I hope our experience will be of use to those who must address similar problems with other countries, in a totally changed global situation.
