When tha Atlantic Alliance launched a dialogue with the Southern Mediterranean countries, the Maghreb states- Algeria, Morocco, Mauritania, Tunisia and eventually even Libya - seized the opportunity to benefit from this misconceived image of NATO they had inherited from their past.
