Summary/Abstract While the importance and key features of transnational benchmarking have received increased attention in recent years, the organisational contexts of this benchmarking have not yet been analysed systematically enough. Drawing on actor-network theory, this article identifies two key aspects of these contexts. The first is embeddedness, which refers to the degree to which there are networks that carry information and action from the benchmark to its contexts and back that are sustained institutionally, including by technical artefacts, objects, and routine local practices. Embeddedness is critical to the effectiveness of benchmarking. The second is publicness, which refers to the degree to which these networks exhibit expanding flows of information across widening circles of engagement, or instead are marked by control, domination, and exclusion. The article argues that benchmarking as a form of governance has an inherent impetus toward greater publicness, although this can be prevented by self-interested actors or problems associated with embeddedness. The article then explores the relevance of these conceptual points by examining cases of transnational benchmarking: disaster risk reduction and supply chain management.

Summary/Abstract The main purpose of this paper was to carry out a systematic analysis of the particularities and trends pertaining to the development of biofuels in Brazil-a country which has demonstrated its leadership in this field during the last 40 years. The Brazilian experiences with biofuels are often used as references for decision making by other developed and developing countries. The transferability of Brazil's biofuels practices would be appreciated by many researchers and energy policy markers across the world. This work uses an adapted 5W2H (what, when, where, why, who, how, and how much) analysis technique to answer a variety of questions about the subject. The data, facts, and figures herein are offered as resources for other researchers and policy makers seeking benchmarking. Also, this work discusses the main certainties and uncertainties of the sugarcane agro-industry, and also goes into detail about the ethanol supply chain structure, its management, and particularities. Finally, this research analyzes the central aspects of biofuels implementation in Brazil, lists the most important aspects to consider during a selection of possible standard biofuels, and presents the main aspects of the National Program of Biodiesel Production and its sustainability.

Summary/Abstract Industrial energy-efficiency programs (IEEPs) are defined as one of the most popular government policies that aim to reduce energy consumption in industrial energy-intensive sectors. In this paper, we review and classify the most important academic studies that have addressed the environmental and economic aspects of IEEPs using a systematic review. The classification of energy policy instruments has been developed based on an analytical approach. We discuss also the outputs, benefits, and barriers of IEEPs, besides a comprehensive argument about the restrictive policies on the rebound effects made after the implementation of these programs. The results disclose that China, USA, and Sweden are the most addressed countries on IEEPs and their applications. In this regard, incentive energy policies e.g., voluntary agreements and subsidies have been applied more than others in the last decade. Furthermore, most of the reviewed studies emphasize energy price reform as an effective practical policy while a few analytical methods can be seen to help policy-makers determine the optimal levels of decision variables. Finally, according to the state-of-the-art analysis, the authors provide some novel recommendations to improve the performance of IEEPs, using some restrictive policies on the negative impacts of rebound effects.
