Summary/Abstract By age-old convention, most wars have various forms of tactical operations undertaken under one overall plan - set-piece, irregular and Special Operations, for example. Indeed, the so called 'conventional war' has always had unconventional tactical recourses built into it. The infantry battalion has been in lead role in such irregular or unconventional operations, its flexibility of structure, weaponry and training allowing it to be moved by any mode of transport and fielded in any of the kind of aforesaid operations - all with equal proficiency and without much ado. The final test may, therefore, be to evaluate the significant flexibility which the infantry battalion has traditionally possessed. Summary/Abstract Combat, by its very definition, is an event extra-ordinarily excruciating. It is an ultimate condition that is distinguishable by its phenomenal characteristics which demand, among other undertakings, absolute perfection in marshalling the diverse elements of combat that constitute a military force, for example, troops, firepower, mobility and intelligence. Thus down the ages, 'Great Captains' of war have articulated their strategic intellect to secure victory, irrespective of the bulk of forces, by the best orchestration of the resources under their command. In modern times, developments in 'Information Warfare' have raised the bar of such Terrain intelligence has always been important for winning a battle. In this aricle, the writer advocates establishing a repository of battle-space geographic information called Military Geospatial Intelligence System (MGIS) orchestration to such a high level that it becomes possible to exploit to the hilt the individual capabilities of each element of the military machine. More importantly, it is possible now to seamlessly integrate all such diverse force-elements into one whole system of war-fighting. Military intelligence - terrestrial, strategic and tactical - has always been the most decisive factor in application of combat power as well as an enabling tool for the aforementioned 'best' orchestration of military resources. Within its overall ambit, terrain intelligence - geospatial intelligence in the wider sense as we understand today - has been the pivot of strategic, operational and tactical decision making. In the contemporary period of technological explosion, that pivot has assumed unlimited scope for articulation. At the crosshairs of ever-adversarial forces across terrains of unique descriptions, institution of an efficient mechanism for harnessing the properties of geospatial intelligence - MGIS - must, therefore, be a top priority for India. However, to be really effective, that endeavour has to be tailored to Indian conditions and backed up with indigenous competences; the scope and coverage of GIS as propounded by the lead militaries of the world, USA, China, NATO and Russia, is neither accessible nor sustainable and may not even be necessary in the context of India's technical-industrial-fiscal capacity, and inter alia, her military objectives.

Contents It needs no revelation that there is widespread consternation within the strategically committed community, the intelligentsia and the media over the growing obsolescence and declining operational capability of the ultimate cutting instrument of national power - the military force structure. Thus in spite of maintaining the third largest military force in the world, there is imposition of only a fractional deterrence upon the perennial adversaries while they keep jabbing hurtfully at rib of the Indian nationhood. The new political leadership is apparently intent on remedying that undesirable situation. Therefore, to turn its rhetoric into action, the NDA government has to acknowledge that there are two distinct aspects to the amelioration of that undesirable stage, and tackled these on priority if its political pronouncements are to gain respectability from the citizenry.

Summary/Abstract The Indian Army remains handicapped in terms of its war making potential and lack of military infrastructure along the ever-vulnerable Indo-Tibet Border. The military men's cause was first dealt a telling blow by India's economic crisis of the early l990s and whatever of it was left to kindle, was extinguished thereafter by the crass failure of the lndian state in modernising its military. Regrettably, that debilitation was not led by just the impositions of fiscal, scientific and industrial stagnation, at its root lay a systemic aberration of security-blindness that seemed to have seized India's governing establishment, made up as it was of distracted political leadership, unaccountable bureaucracy, moribund military industry and marginalised military hierarchy.
