Summary/Abstract The authors contend that the pervasiveness of piracy on the African coasts is threatening global security. Within Somalia, it is causing a disruption of food supplies, fostering internal conflict, and increasing the prices of basic commodities. Globally, it is orchestrating a dramatic rise in maritime insurance premiums and maritime insecurity, disrupting international commerce, increasing the possibility of an environmental disaster, and encouraging a nervous, emerging relationship with terrorism. Piracy must be stopped. To achieve this objective, the authors recommend revamping the international law on piracy, maintaining adequate coastal security along the hot spots on the African coasts, using military force, establishing safe maritime lanes, training crews on security measures, stationing armed guards on ships, and most importantly, reestablishing political stability in Somalia.

Summary/Abstract The characteristics of Indian federalism are unique. The uniqueness is conspicuous by its dual character: "federal during normal times, but unitary in times of war". The study examines how such a federal set-up impinges on India's internal security management, including maritime and coastal security. Despite being in a stronger position constitutionally, the Centre has not been assertive. Finding out various reasons for the Union's hesitancy, the study advocates a stronger role for the Centre in internal security issues. The main reason being the threat matrix to India's internal security is such that it is beyond the capability of the States of India to counter them on their own, effectively. After analysing various constitutional and legal aspects of internal security, the study makes some key recommendations. It advocates the need for the Centre and the States to combine their efforts instead of blaming each other for internal security problems. "Cooperative Federalism" instead of "Competitive Federalism" is the suitable way ahead.

Summary/Abstract This article seeks to understand some legal aspects surrounding 'green shipping' in India. Pollution caused by ships in their daily operations or when they are scrapped is causing concern world over. That necessitates ways and means of addressing the issue as well as future of greener shipping operations. Coastal shipping has being neglected in India for a long time. We also need adequately comprehend importance of coastal shipping and the role it could play in the economic development of India. This study tries to establish a relationship between 'green shipping' and possible growth of coastal shipping in India. Green shipping is the need of the future for providing green and sustainable transport of goods around the Indian coast as well as beyond it. Use of LNG as fuel and advantages India will have in switching over to LNG, international regulations governing LNG ships and their transposition in domestic laws as well as construction, operation and other facilities associated with LNG fuelled ships in India have been sought to be addressed.

Summary/Abstract The fractious nature of maritime relations in the Asia-Pacific region is a recognisable feature of international geopolitics today. Following China’s massive reclamation and ‘island-building’ project in the South China Sea recently, many Pacific states have moved to bolster their maritime postures. While Japan has sought legislative amendments to liberate its maritime posture from post-war passivism, Vietnam and the Philippines have been building stronger navies aimed at countering China’s hostile moves in the South China Sea. Meanwhile, Indonesia has sought to renew its capabilities as a maritime power through a new ‘maritime axis’ strategy, while Australia has boldly advocated an ‘Indo-Pacific’ framework for joint security endeavours and the creation of ‘middle-power coalitions’. In the interim, Russia has updated its maritime doctrine, announcing its military partnership with China as the cornerstone of its naval strategy in the Pacific.
