Military science has always tried to interpret war in terms of a philosophical category, identity the conditions and factors affecting it, and look into patterns and laws governing the origins, course, and outcome of war.
Going to the true causes of war and the most typical differences generating tensions in political and economic relation between countries culminating and manifesting in war between them in the principal challenge of this scientific search. A very important consideration here is to evaluate correctly the scope of influence that the potentialities of the warring countries, specific of the theaters of operation, and the opponents ' political aims have on he general character of future wars and their course and end results

At the turn of the 21st century, the central Asian region gained recognition as a political geography (geopolitical), economic geography (geo-economic), and geostrategic unit on the world map. The reasons behind the recognition included not so much the similar nature and climate, or common history, or ethnic and religious components of the region's population as profound geopolitical , geo-economic, and geostrategic changes such as collapse of the Soviet Union, growing significance of the energy factor in international relations, rapid involvement of the former Soviet republics in the world politics, stationing of U S and NATO forces in the region, and a greater force claimed by other leading world agents(the European Union, China, India, and Japan, in the first place)

In this series of publication, the author has tried , quite successfully in our view, honestly, briefly and vividly, using graphic examples to show th the reader the thorny path traversed by our national military art in the course of its development. In addition, and attempt has been made, on the basis of comprehensive analysis of the military political situation in he world and the trends in the development of instruments of war, to orient the reader with respect to the immediate and remote prospects for its advancement.
In a number of instances, the material contains approaches to the interpretation of certain historical facts and the evaluation of historical person-ages which are not quite conventional but which are based on the author's knowledge, personal experience and beliefs.
The editorial board of the magazine military thought would like to express hope that the material being publish will evoke some interests among the readers and probably give rise to a discussion on a whole number of issues.

The strength of the armed forces, including by the categories of servicemen, is among the crucial qualitative-quantitative parameters characterizing their type. In this connection the substantiation of the number servicemen is one of the important tasks of the theory and practice of the organizational construction of the armed forces.
Solution of this comprehensive task is based on the general principles of military construction expounded in the military doctrine of the Russian federation. The principles of the construction of the armed forces are considered the system-forming elements of the theory and practice of military construction. They are evolved as a result of military theoretical research and the generalization of our own and foreign experience and reflect the basic ideas and rules of the activity of the supreme military-political leadership in the sphere of organizational construction of the armed forces.
