Summary/Abstract |
The committee's report has highlighted the diversity of the countries of the Indian Ocean Rim and the multiple ways it which these states can be categorised. This diversity and the lack of a single agreed definition of the 'Indian Ocean Rim' has created a significant challenge for the development of policy, from both an Australian and a regional perspective. Australia's approach to trade in the Indian Ocean Rim is largely bilateral; defence and strategic relations are based on single issue groupings; and aid to the region is predominately provided under the auspices of the United Nations. Evidence gathered in relation to the Indian Ocean Rim Association for Regional Co-operation (IOR-ARC) demonstrates clearly that diversity in the region - both economic and political - has created inertia in the region's main organisation.

ndia forms the core country of South Asia. The defense and security factors with which it must cope are extensive. Among the region’s nations, India has by far the most advanced industrial and technological base, including an indigenous armament industry that is the largest among Third World states in value, volume, diversity of manufacture, and research and development facilities. Moreover, India has a large public and private basic industrial sector that serves as a foundation for economic development.

India and Israel relations, even though just three decades old, have subsequently progressed over the years, especially in the fields of
defence and agri-tech. After lying dormant since the time India formally recognised the Jewish nation in September 1950; the international, regional and domestic geostrategic environment compelled New Delhi to establish diplomatic relations and to normalise its relations with Tel Aviv in January 1992. The normalisation not only earmarked the beginning of a full-fledged engagement between the two countries but also provided impetus to India’s defence requirements.

Summary/Abstract |
After 25 years of normalisation, the Vietnam–US relation has developed and yet entered the new expectation to become the strategic partnership. Many motives and obstacles from both sides have had a strong impact on this development. In order to strengthen its presence in Asia and prevent the rise of China, the United States needs the support from the important partners like Vietnam. Likewise, Vietnam also pays high attention to the United States, which is a potential market for the country’s exports, an investor, an advanced technology supplier and an important security supporter in the territorial disputes against China. Such reasons help both sides to be closer and to construct the scenario of new strategic partnership relations. However, the concretisation of this scenario has encountered many difficulties, mostly because Vietnam was not ready enough. Vietnam has not yet been persuaded to trust the United States on many issues; meanwhile, the differences among Vietnamese political groups about promoting the relations with the United States and especially the concern about China’s response to upgrading Vietnam–US relations were the main obstacles for Vietnam to pursue the strategic partnership relations, especially in security and defence cooperation with the United States.
