Summary/Abstract |
After the granting of citizenship to 300,000 immigrants from Bulgaria in 1989, Turkey has enacted visa regime changes concerning more recent migrants from Bulgaria, who, according to the most recent modification, are only allowed to stay for 90 days within any six-month period. In this article, the authors demonstrate that the broken lines of legality/illegality produced by these changing policies further entrench the sovereignty of the state through the "inclusive exclusion" of immigrants who are subject to the law but not subject in the law. The temporary legalization of Bulgarian immigrants to Turkey in return for voting in the Bulgarian elections reveals that the state extends its transnational political power by drawing and redrawing the broken lines of legality/illegality. We demonstrate not only the ways in which the migrant population from Bulgaria is managed but also the strategies deployed by the migrants themselves in the face of such sovereign acts.

Summary/Abstract |
This article examines how China, understood as a construct made up of multiple identities, constantly negotiates its relationships with the world. The oppositions-between tradition and modernity, the past and the present, China and the West-that are often presumed or reproduced in our thinking about China's place in the world are called into question. China's relationship with the world must be understood through the interplay between history and present, and thus through the particular uses of history in practice. The article especially explores how the world and China's place in it are seen in Chinese popular culture and visual expressions of state initiatives to promote Chinese culture. It focuses on the way images of the ever-changing world are depicted in two visual narratives: a promotional video of the Confucius Institute and the film The World (Shijie)

Summary/Abstract |
For many cosmopolitans, an emergent global civil society is reframing the relationship between the universal and particular in world politics in ways that do justice to both. This article disputes this claim, finding that the concept of global civil society shares the same fundamental problem as state sovereignty, namely that it is better at articulating global identity than difference because it reproduces in different form statist attempts to describe a universal structure of particularity. It then argues that to avoid reducing difference to identity while remaining true to the cosmopolitan impulse to ethical universality, that is, to recognition of moral obligations to foreigners, it is necessary to take cosmopolitanism as synonymous with an ethics of hospitality enabling a nondialectical account of identity and difference in cosmopolitanism. As Derrida affirms, hospitality deconstructs the binary of identity and difference in our ethical relations with strangers. This dialectic-defying quality of cosmopolitanism-as-hospitality requires a greater decisionism than dialectical liberal-cosmopolitanism, turning cosmopolitanism away from the pure ethics of its liberal variants and transforming it into an ethicopolitics.

The postdevelopment school has criticized development projects for their inherent power relations and their authoritarian implications. However, since the 1980s a transformation in development discourse can be observed that includes an emphasis on participation and civil society organizations. Through the analysis of several development projects, the article pursues the question of whether this transformation can also be observed on the level of projects-and on the level of inherent power relations. From a poststructuralist perspective, it argues that "development" functions as an empty signifier that can be filled with almost any content but constrains its form.

Summary/Abstract |
The victimization of girls in armed conflict has garnered increased attention, yet recent scholarship shows that postconflict measures fail to meet girls' unique needs. This article examines gendered discourses employed in programming designed to assist girls following Sierra Leone's decade-long civil war, drawing on fieldwork conducted as part of a continuing program of study on peacebuilding in Sierra Leone. Specifically, the article presents a case study examining discourse relating to war-affected girls in one Freetown-based NGO, Connecting for Peace, which delivered programming to boys and girls affected by the war.
