Summary/Abstract |
The International Monetary Fund warned that the world financial system was on the "brink of systemic meltdown" as leading banks collapsed and shares plunged on fears of a global recession. The cost of rescue packages and guarantees rose to $2,900bn as the effects of the credit crunch spread. Central banks made unprecedented co-ordinated cuts in interest rates and the IMF created a $100bn emergency loan fund. The plans revived world stock markets, which had fallen by greater margins than in the 1929 Wall Street crash. Thabo Mbeki was ousted as South Africa's president and the ruling African National Congress split. Asif Zardari, controversial widower of Benazir Bhutto, became Pakistan's president. The 30-year rule of Asia's longest-serving leader, Maumoon Abdul Gayoom, ended in the Maldives' first democratic elections. Rupiah Banda was elected Zambia's new president

Summary/Abstract |
The paper reflects on the end of the post-Cold War triumphalism that had swept the West and also on the belief that democracy could be a cure all solution to the problems of developing and other countries in the new international system. It argues that these were clearly illusions but also that democracy has its place in all cultures, but in a form that is sensitive to local needs and cultures. It points to the dangers of believing that democracy can always be used, internally or externally, in a constructive manner and argues that French thinkers like Bertrand Badie are right to warn us of the dangers of casually importing Western ideas of the state into developing countries in particular.

Summary/Abstract |
La Francophonie is an organisation of states united in their common linguistic and historical heritage. It is similar to the Commonwealth in a number of ways, and in particular in believing that democracy is the best political model, even if it is sometimes absent in certain member states. The aim of this paper is to identify how the two organisations have similar or different conceptions of how democracy should be defended or promoted. It will put the concept of democracy into its historical context and show how La Francophonie has tried implement democratic reforms and aims.
