Summary/Abstract The origin of the Noxal problem is attributable to sociopolitical and socio-economic repression. The poor and Scheduled Castes (SC) were downtrodden by the Zamindars. Land reforms were nowhere. Forest land was shrinking. Added to that there was no development, in tact, governance was sorely lacking. At tirst, the states sought to control the problem through the state police torces. Most of the police were in a poor state. Numbers, inlrastructure, weapons were minimal. They were swiltly rendered inetlective ond the Pora Military Forces (PMF) were called in. Additionally, the movement became more coordinated and stretched across state boundaries.

Summary/Abstract emocracy has been hailed as the true and authentic voice of people, working for both their tangible and intangible interests. In a meaningful democracy, political stability and working within the conventional framework of law and ethics are the two most desired virtues. People across continents have long cherished the dream of living under healthy governance, which has led to their reaffirming the mandate for constitutionally approved governments irrespective of their efficiency levels or experience. Sometimes there is a limit to all that people can brook. Their faith in legal system fails them, the popular government becomes a toy in the hands of industrial bourgeoisieand capitalist entrepreneurs, they lose the power to govern even the aspects of their own lives and there is a sense of simmering anarchy. This is not a passing mood- it has been born out of a strong sense of being wronged and alienated amidst their land and property.

Summary/Abstract An analysis of Left Wing Extremism (LWE) related incidents show's a welcome declining trend over the last three years. The _year 2008 witnessed 1,591 incidents of Naxal violence, which rose to over 2,200 in both 2009 and 2010. Since then, there has been a dip to 1,760, 1,415 and 1,129 incidents across the country for the years 201 1, 2012 and 2013 respectively.' The fatalities due to Naxal violence have also registered a sharp decline over the last three years (see Fig 1)? The trends indicate improved capability of the state governments and their security forces to deal with attacks by Maoists, especially on police posts. However, they do not indicate any appreciable degradation in the strength of the armed Wing of the Maoist groups, most notably the People's Liberation Guerrilla Army (PLGA) of the Communist Party of India (Mam), [CPM(M)] which does not appear to have been weakened in any appreciable manner.
