With American troops based in Afghanistan’s side of the border, the question of where the border was and Pakistan’s responsibilities for maintaining peace, law and order in its own territories acquired international attention. Militants were allegedly hiding on both sides of the border and were entering Pakistan through this porous border.

Summary/Abstract Apart from other roles, insurgencies in Malaya, Kenya, Zimbabwe, French lndo-China and Algeria saw helicopters being used for troop induction into and extraction from combat zones, rudimentary fire support to ground forces and surveillance. Most operations were confined to daytime and in relatively clear weather due to equipment limitations. In almost all scenarios, there was a marked asymmetry in terms at technology and equipment in favour of conventional forces. Some success in these operations led to the assumption that with the added advantages oi hover capability helicopters were relatively invulnerable when compared to fixed wing aircraft.

Summary/Abstract With the end of major combat operations in Afghanistan, how will the North Atlantic alliance maintain the unprecedented levels of interoperability developed over the last decade? One of the most effective means of building and maintaining interoperability-the forward-based presence of US military forces in Europe- has shrunk significantly over the last 25 years and is likely to shrink further in the coming years, meaning it will become increasingly difficult for American and European military forces to operate side by side. Nevertheless, the United States continues to look to its allies in NATO as the primary partners in maintaining and promoting common interests around the globe. Additionally, Washington seems more committed than ever to wielding force in a coalition context. In order to help remedy this seeming incongruity, Washington announced in early 2012 a plan to deploy rotationally several hundred troops from the United States to Germany for periodic exercises with European partners and allies. However, it remains unclear whether a rotational model will be sufficient to generate the level of interoperability necessary for US forces and those of its most capable European allies to work seamlessly across the range of military operations. The loss of tactical and operational interoperability threatens transatlantic strategic interoperability, and therefore risks decoupling European and American security policy. To mitigate these challenges, the article discusses several policy steps the United States should consider.

Summary/Abstract This article identifies ‘the troops’ as a new, radically under-examined figure in the Western canon of war. Utilising discourse analysis of an original corpus of US ‘support the troops’ material from 2001 to 2010, the article argues that ‘the troops’ cannot be read as a simple aggregation of the figurative soldier or literal military personnel. Instead, ‘groupness of the troops’ shifts the politics of the legitimation of violence – and the possibility of meaningful dissent – in two distinct ways. Firstly, ‘the troops’ are figured, counterintuitively, as passive, dependent and at risk of suffering harm. This enables constructions of militaristic, heroic violence to coexist with empirical experiences of vulnerability without ideological contradiction. Secondly, though many accounts of militarism rely upon citizens’ aspirational identification with the ostensibly-universal soldier, the ‘groupness’ of the troops enables them to incorporate, rather than elide, substantive differences (e.g. race, gender or sexual orientation) through an all-encompassing relationship of ‘support’. Consequently, ‘the troops’ may be a more effective avatar of militarism than ‘the soldier’ – and far more important to the legitimation, depoliticization and even perpetuation of conflict than previously realized. What would the politics of military involvement in Afghanistan and Iraq have looked like absent the ‘escape valve’ of the figurative troops?
