Summary/Abstract This report provides an assessment of the U.S. readiness posture to be able to design, develop, and produce new nuclear warheads or warheads with new military capabilities. Such a readiness posture is important to reduce risk over the long term for the United States and its allies. This report does not advocate any specific new nuclear capability. The focus is on a readiness capability and the steps needed to remediate a critical element of the U.S. security posture that, over the past two decades, has been documented repeatedly as being deficient. The report examines the policies of post-Cold War presidential administrations regarding maintaining a nuclear warhead design capability. In addition, it identifies capability shortfalls of the current U.S. nuclear enterprise and offers recommendations to address shortfalls—in particular, the intellectual capital on which the health of the current and future U.S. nuclear deterrent depends. Finally, it provides concrete recommendations to improve and preserve a U.S. nuclear readiness capability for the long term.

Summary/Abstract As a renewable energy technology, the ground-source heat pump (GSHP) technologies have increasingly attracted world-wide attention due to their advantages of energy efficiency and environmental friendliness. This paper presents Chinese research and application on GSHP followed by descriptions of patents. The policies related to GSHP are also introduced and analyzed. With the support of Chinese government, several new heat transfer models and two new GSHP systems (named pumping and recharging well (PRW) and integrated soil cold storage and ground-source heat pump (ISCS&GSHP) system) have been developed by Chinese researchers. The applications of GSHP systems have been growing rapidly since the beginning of the 21st century with financial incentives and supportive government policies. However, there are still several challenges for the application of GSHP systems in large scale. This paper raises relevant suggestions for overcoming the existing and potential obstacles. In addition, the developing and applying prospects of GSHP systems in China are also discussed.

Summary/Abstract Infantry modernisation has not received due importance in past decades. This must be treated as an 'emergent' requirement in consideration of the emerging threats from within and outside the country and against the backdrop of the level of sophistication being achieved by terrorists and insurgents. India must be prepared for short, intense hi-tech wars, in addition to expanding terrorism, asymmetric and fourth generation wars where the soldier faces the brunt at the cutting edge. Delay in modernisation has a direct bearing on combat efficiency in coping with threats to national security and may cost the lives of the infantrymen.
