| Summary/Abstract |
This article investigates the stark variation in elite appraisals of the performance of the International Criminal Court (ICC). Based on an online survey of diplomats posted to the UN headquarters, this article determines which country situations under ICC scrutiny respondents regard as successes or failures and, in turn, what parameters underpin their views. It also asks about negative cases; that is, country situations that never made it to The Hague due to political considerations. This article makes a two-fold contribution to the study of international law and politics. First, it shows that diplomats conceptualize international justice in terms of ongoing prosecutions and convictions obtained. Thus, they downplay indirect effects such as positive complementarity. Interestingly, scholars and diplomats agree on the court’s fiascos, yet dissent on successes. Finally, diplomats have proved tired of political considerations obstructing international justice. Survey data reveals that they want the court to investigate situations involving major powers.

| Summary/Abstract |
In recent decades, IGOs, NGOs, private firms and even states have begun to regularly package and distribute information on the relative performance of states. From the World Bank's Ease of Doing Business Index to the Financial Action Task Force blacklist, global performance indicators (GPIs) are increasingly deployed to influence governance globally. We argue that GPIs derive influence from their ability to frame issues, extend the authority of the creator, and — most importantly — to invoke recurrent comparison that stimulates governments' concerns for their own and their country's reputation. Their public and ongoing ratings and rankings of states are particularly adept at capturing attention not only at elite policy levels but also among other domestic and transnational actors. GPIs thus raise new questions for research on politics and governance globally. What are the social and political effects of this form of information on discourse, policies and behavior? What types of actors can effectively wield GPIs and on what types of issues? In this symposium introduction, we define GPIs, describe their rise, and theorize and discuss these questions in light of the findings of the symposium contributions.

| Summary/Abstract |
Solar thermal utilization, especially the application of solar water heater technology, has developed rapidly in China in recent decades. Manufacturing and marketing developments have been especially strong in provinces such as Zhejiang, Shandong and Jiangsu. This paper takes Zhejiang, a relatively affluent province, as a case study area to assess the performance of solar water heater utilization in China. The study will focus on institutional setting, economic and technological performance, energy performance, and environmental and social impact. Results show that China has greatly increased solar water heater utilization, which has brought China great economic, environmental and social benefits. However, China is confronted with malfeasant market competition, technical flaws in solar water heater products and social conflict concerning solar water heater installation. For further development of the solar water heater, China should clarify the compulsory installation policy and include solar water heaters into the current "Home Appliances Going to the Countryside" project; most of the widely used vacuum tube products should be replaced by flat plate products, and the technology improvement should focus on anti-freezing and water saving; the resources of solar water heater market should be consolidated and most of the OEM manufacturers should evolve to ODM and OBM enterprises.
