Summary/Abstract |
Why has the term humanitarian intervention experienced such a meteoric rise into the core of academic as well as public political discourse? An investigation of classical theory shows that the use of force to help citizens of other states has been regularly contemplated and practiced in the past. The concept of humanitarian intervention therefore does not describe new policies; instead it serves to hide the political nature of these policies today and functions as a 'doctrinal advance guard' for a new international order. It is the political conjuncture that requires a new name for old policies and its radical political content that explains the timing, speed and impact of this term.

Summary/Abstract |
Recent scholarship on John Stuart Mill has illuminated his arguments about the normative legitimacy of imperial rule. However, it has tended to ignore or downplay his extensive writings on settler colonialism: the attempt to create permanent "civilized" communities, mainly in North America and the South Pacific. Mill defended colonization throughout his life, although his arguments about its character and justification shifted over time. While initially he regarded it as a solution to the "social problem" in Britain, he increasingly came to argue that its legitimacy resided in the universal benefits-civilization, peace, and prosperity-it generated for humanity. In the final years of his life Mill seemed to lose faith in the project. Finally recognizing the prevalence of colonial violence and the difficulty of realizing his grand ambitions, yet refusing to give up on colonization altogether, his colonial romance gave way to a form of melancholia

Summary/Abstract |
Focusing on John Stuart Mill, a particularly illuminating contributor to modern democratic theory, this article examines the connections between modern democracy and the European colonial experience. It argues that Mill drew on the exclusionary logic and discourse available through the colonial experience to present significant portions of the English working classes as domestic barbarians, whose potential rise to power posed a danger to civilization itself: a line of argument that helped him legitimate representative government as a democratic, rather than an antidemocratic form of government, as it had been traditionally perceived. The article contributes to our understanding of the development of modern democratic theory and practice by drawing attention to the ways the colonial experience shaped core Western institutions and ways of thinking, and it makes the case that this experience remains an essential, if often unacknowledged, part of our collective “self.”

Summary/Abstract |
The publication in 1869 of Mill's Subjection of Women gave rise to philosophical and political responses beyond Western Europe on the relationship between Westernization and women's rights in developing, colonial, and post-colonial countries. Through the first comparative study of the Subjection of Women alongside the forewords to six of its earliest non-Western European editions, we explore how this book provoked local intellectuals in Russia, Chile, and India to engage its liberal utilitarian, imperial, Orientalist, and feminist ideas. By showing how Mill's Western European biases and instrumental reasoning establish problematic rhetorical models for women's rights arguments, we are able to explore the ethical dimensions of women's rights issues in the context of cultural and political imperialism. Most importantly, this reception history illustrates how cross-cultural and culturally sensitive dialogue on women's rights can push us beyond Western bias and imperialism in advocating for the end of women's subjection around the globe.
