DESPITE THE POPULAR THEORIES of a clash of civilizations, such large and diverse countries as Russia and China provide an example (if not a model) of peaceful, mutually advantageous, and friendly cooperation. It is a commonly accepted fact that Russian-Chinese relations are playing an ever-growing role in ensuring international peace and security, stability, and development on our planet.

Ladies and Gentlemen, Friends!
I am happy to take part in this solemn meeting devoted to the 62nd anniversary of the formation of the People's Republic of China, which has jointly been organized by the Russian-Chinese Friendship Society, the Institute for Far Eastern Studies, RAS and the Russian-Chinese Committee of Friendship, Peace and Development. These three organizations have for many years been in the vanguard of the development of social and scientific contacts between China and Russia, carrying on enormous work to strengthen mutual understanding, friendship, mutual trust and cooperation between our two nations. This is an important contribution to the full-fledged and stable development of Chinese-Russian strategic partnership and interaction. Availing myself of this opportunity, I would like to express my profound respect for and sincere gratitude to our friends who always support friendship and cooperation between China and Russia.

OCTOBER 2009 marked the 60th anniversary of the foundation of the PRC and establishment of relations between communist China and the Soviet Union. The first event was celebrated with great pomp in China, and many solemn and ceremonial functions were held in honor of the second. Today, now that they are over, the time has come to draw some conclusions, make a realistic assessment of the level of relations between Moscow and Beijing, identify the problems, and propose ways to resolve them.

Russia and China mark the 60th anniversary of the establishment of diplomatic relations between them, which have traversed a tortuous path during these decades - from allied closeness based on ideological identity and bloc solidarity, then hostility and even brinkmanship on the verge of military action to strategic partnership and interaction within the framework of the relations of a new type.
Our present relations - the best in their entire history - are based on common interests, common concerns and mutual support on principal problems. But they do not envisage the formation of a military-political alliance, are not aimed against third countries and represent a viable structure. Its formation was of a stage-by-stage character. In 1992 the two sides confirmed the need to regard themselves as friendly countries. In 1994 it was decided to establish the relations of constructive partnership, and in 1996 - equal trust-based relations of partnership aimed at strategic interaction in the 21st century. In 2001 the basic political Treaty was signed - On Good-Neighborliness, Friendship and Cooperation, which sealed the relations of strategic partnership and interaction.
Such character of relations between the two biggest neighboring countries seems quite natural today, but at that time it was actually a notable event in politics which became a subject of close attention and analysis by many authoritative researchers. I'd like to express some of my own views emphasizing the sixty-year experience and lessons of our relations with the PRC.
