Summary/Abstract THE NEW CHALLENGES at the start of the new century and the challenging tasks in the realm of international relations in conditions of globalization make Russia's cultural ties increasingly important. Clearly global competition is getting a culture-and-civilization dimension. Globalization processes entail more than interpenetrating and mutually enriching cultures, and they also often endanger the cultural uniqueness of some countries and peoples. The threat of fault lines developing between civilizations calls for collective efforts to start cultural dialogues. Of ever greater importance in this context is to preserve cultural heritage and make greater use of cultural resources in the foreign policy arena. When he addressed a conference of Russia's ambassadors and permanent representatives to international organizations, President Dmitry Medvedev stressed that "with all the sharp differences in the world arena, there is a clear desire to harmonize relations, establish dialogue and reduce conflicts."1 We should note in this connection that humanitarian cooperation is one of the most effective means to establish dialogue between civilizations, reach accord and understanding among nations, and to end confrontation in the world. It is culture and humanitarian aspects that are increasingly influencing, in the final analysis, the shaping of a modern-day multi-center system of global management and giving it a sense of direction.

Summary/Abstract THE Russia-Islamic World Strategic Vision Group (RIW SVG) was created 15 years ago, after Russia, on President Vladimir Putin's initiative, joined the Organization of Islamic Cooperation (OIC) as an observer in 2005. The OIC (formerly the Organization of the Islamic Conference) is an international organization of Muslim countries with a total population of more than 1.5 billion. It was founded on September 25, 1969, and consists of 57 states, 49 of which are Muslim-majority countries. The RIW's first cochairs were Yevgeny Primakov and Mintimer Shaymiyev, who laid the foundation for its activities and traditions. The RIW is currently chaired by Tatarstan President Rustam Minnikhanov.

Summary/Abstract MANY PROMINENT political and academic figures have announced the end of financial globalization as it was before the crisis. The philosophy of globalism itself based on the rapacious use of the planet's resources and complete disregard for the interests and the future of those not included among the "gold billion" has taken a severe blow. The saying goes that nature abhors a vacuum, thus a new paradigm of development of civilization is supposed to come along and replace the failed theory of mono-centric global management of the world.

Summary/Abstract MATTERS RELATED TO LANGUAGE use go beyond the framework of philological disciplines and in some way or other impact various aspects of public life. Language and culture are recognized within the international community as principal "soft power" tools for promoting a country's positive image abroad. In addition to various aspects of language policy in Russia, the joint meeting of the Council on Interethnic Relations and the Council on the Russian Language, chaired by Russian President V.V. Putin, on May 19, 2015, stressed repeatedly the special role of the Russian language in expanding Russia's spiritual and intellectual influence abroad and in the preservation and development of the Russian World. In this context, it is equally important to counter the attempts of certain politicians who build their careers in their home countries on Russophobia, casting the Russian World as a "foreign policy project" of today's Russia, not as an objectively developed form of civilization that should be preserved.

Summary/Abstract APRIL OF THIS YEAR marked 21 years since the establishment of diplomatic relations between the Russian Federation and the Republic of Moldova. The underpinning document for present-day Russian-Moldovan relations is the Treaty of Friendship and Cooperation signed on November 19, 2001, which laid the groundwork to upgrade them to a strategic partnership level that meets the vital interests of the peoples of our countries, linked by centuries-old ties of friendship.
