ON DECEMBER 31, 2016, Ban Ki-moon will end his term as the eighth UN secretary general, spending two terms at the organization's helm - a total of 10 years. It so happens that I have observed his work all these years, closely interacting with the secretary general by virtue of our country's status as a permanent member of the UN Security Council, bearing a special responsibility for the maintenance of international peace and security. This article is about Ban Ki-moon's initiatives and reforms, as well as their results, which he is leaving to his successor, Portugal's Antonio Guterres.

The deadline for the UN's Millennium Development Goals (MDGs) is 2015 and the
international debate on post-2015 development goals has already begun. Currently, there
are three aspects to this debate that are not favorable to China and other developing
countries. Because China has not been paying enough attention to this, it should now
work to engage other nations in this debate and encourage a post-2015 agenda with the
core objectives of poverty reduction and sustainable development.

Summary/Abstract |
Soon after he took office in 2007, United Nations Secretary-General Ban Ki-moon declared that there was an urgent need to reframe the debate on climate change from an environmental to a development and security issue, and that it would be one of his top priorities as UN leader.
Environmental factors, including land use, water availability, biodiversity loss, soil degradation and acute weather events, have been implicated in at least 73 conflicts since 1980, and at least 40% of intra-state conflicts since the end of the Second World War can be associated with natural resources. A rapidly growing body of research on climate change, resource scarcity and conflict has ensured that the issue is rising on the international agenda. Yet, although such concerns cut across the security, development and humanitarian sectors, there is little dialogue, let alone coordination, between and among government departments and international and non-governmental organisations responsible for these domains.

WHAT SORT OF DIPLOMATIC STRATEGIST IS BAN KI-MOON? SINCE BAN TOOK
office as Secretary-General of the United Nationsin 2007, there has been a
great deal of discussion about his personal diplomatic style. Until the Arab
Spring, he was typically characterized as an archetypal (though not always
effective) quiet diplomat. In January 2011, Human Rights Watch accused
Ban of having an "undue faith in his professed ability to convince by private persuasion" when dealing with repressive governments in cases such
as Myanmar, Sudan, and Sri Lanka.

As I argued in a previous article for
Global Governance, Ban's belief in diplomacy meant that he took too little
interest in peacekeeping during his first term leading the UN.

Since the
beginning of the Arab Spring, however, Ban appears to have lost some of
hisfaith in diplomatic niceties. He spoke out early in favor of the protestors
in Egypt, became a consistent supporter of military action in Libya, and
publicly condemned the Syrian regime's violence against civilians as early
as May 2011.

Asthe Syrian crisis deteriorated in 2012, Ban appointed first
his predecessor, Kofi Annan, and later the stalwart UN mediator Lakhdar
Brahimi as envoys to Damascus but repeatedly escalated his own criticism
of President Bashar Al-Assad.

THERE IS AN ONGOING DEBATE about climate change: Is global wanning real or is it a political "construction" invented by a group of countries to win the global economic competition? In March 2010, UN Secretary General Ban Ki-moon announced an independent and comprehensive check into the methods and conclusions by the Intergovernmental Panel on Climate Change (IPCC). What is the outlook for the results of the UN Climate Change Conference in Copenhagen (December 2009) now that the main greenhouse gas emitting countries have joined the final Copenhagen Accord1? The conceptual and practical aspects of climate change in light of Russia's national interests were discussed at a roundtable meeting organized by the Center of International Law International Security at the Institute of Contemporary International Studies (ICIS) (Diplomatic Academy, Ministry of Foreign Affairs of the Russian Federation - MFA), and the Russian Association of International Law.
