Summary/Abstract This article explores the ways in which the Arthasastra (The Science of Wealth or The Science of Power), an ancient text rediscovered in 1905, was interpreted by Indian politicians and commentators. It seeks to explain why the text's popularity changed so drastically over time, and why, despite the excitement about it in the first 20 years following its reappearance, it was largely ignored in the Gandhian and Nehruvian eras, until a striking revival of interest from the late 1980s onwards. It argues that these changes in the text's fortunes can be explained partly as a result of significant shifts in elite Indian political culture. It also suggests that we need to reassess our analysis of the fundamental fault-lines in Indian politics, questioning Chatterjee's and Nandy's argument on the centrality of tensions between Gandhian ‘indigenous’ thought and Nehruvian ‘Western’ modernity, and arguing for the importance of the conflict between a moral politics, endorsed by both Gandhi and Nehru, and a ‘pragmatic’ politics justified by the Arthasastra.

Summary/Abstract This is cynical and unscrupulous behaviour. Here, in a widely admired ancient Indian text on the techniques of government and administration, the king is recommended to employ a female secret agent in the guise of a mendicant, a wandering nun ostensibly wedded to spiritual ideals of poverty and asceticism. Without regard for the honour of the ascetic calling, for the possible innocence of the suspect's wife, or for the principle that a suspected miscreant deserves a fair public hearing, the secret agent is authorised to abuse the trust inspired by her robes or by her apparent skill with magical potions (which may well be an illusion created by trickery, as other passages in the text clearly sanction), and to make herself the instrument of a summary execution.

Summary/Abstract This article evaluates and interprets Kautilya’s Arthasastra – an ancient Sanskrit treatise on statecraft and foreign policy – as a framework for analyzing the conflicting dynamics in a pluralistic order. Second, it operationalizes Arthasastra as an analysis of Sino-Indian dynamics in South Asia and the Indian Ocean region. In examining Kautilya’s political theory, the article answers the perceived need for non-Western international relations theory. A theoretical contribution of the analysis of Kautilya includes an understanding that even inferior powers can become leaders in international affairs and that the precondition of sustainable leadership is the welfare of all subjects of government. Thus, Kautilya appears as an untapped source for conceptualizing international relations in a post-hegemonic order and provides a normative background for rethinking how to manage conflicts. On an empirical level, the article discusses the problem of China’s membership in the South Asian Association for Regional Cooperation (SAARC), as well as the economic, military and political implications of the Belt and Road Initiative for India and the Indian Ocean Region. The article proposes SAARC + 1, Indian active engagement with the Bangladesh–China–India–Myanmar Economic Corridor and the initiation of investment, connectivity and infrastructure projects through the Quad.

Summary/Abstract The community of scholars needs to study Kautilya's Arthasastra and apply his concepts to political theory and other fields of enquiry, such as intelligence, internal security, war, foreign policy, sociology, political psychology, law, accounting and management. In the past, scholars had to memorise the sutras. This may not be possible now given the declining knowledge of Sanskrit. However, this is no longer a hindrance. The first ever English translation of the text was carried out by Shamasastry, but there are now other English translations of the Arthasastra such as that by R.P. Kangle of Bombay University. 1 However, it is one thing to write a commentary on the basis of a translated text, but another to go back to the root sutra(s) and understand the historical context. Knowledge of the latter is more important for rigorous research and this now needs to be undertaken. Not many scholars who quote the Arthasastra have read the original work, which means that many ideas such as the mandala theory are imperfectly applied, or it is wrongly assumed that all neighbours are natural enemies (which I will explain later).
