Summary/Abstract Research on the EU's membership conditionality focuses more on conditionality's domestic impacts than on conditionality itself. The question of how consistently the EU seeks the Copenhagen criteria prior to offering membership is rarely investigated. To fill this gap, this article studies conditionality regarding Turkey, arguing that true conditionality should exclusively link EU demands for compliance with the formal membership criteria to rewards in the accession process. In coding the EU's conditionality signals for "exclusiveness of linkage," low formal conditionality in Turkey was found. It is concluded that the EU's anticipated costs of "absorbing" Turkey caused its unwillingness to deploy proper formal conditionality.

Summary/Abstract The logic of interest, which has gained considerable ground in foreign policy formulation in Turkey, is not rooted in Western identity, nor is it contingent upon the degree of interaction exclusively with the Western world. The entire world has equal prominence in Turkey's foreign policy orientation. Whether the prevalence of the logic of interest in the formulation of Turkish foreign policy under the "post-Islamist" AKP government signifies a deviation from the Westernization process or whether it is simply a reaction to the conjunctural developments in the international arena in order to preserve Turkey's national interests is seriously debated. This paper aims to contribute to this debate by shedding light on the background of developments both inside and outside Turkey.

Summary/Abstract This article investigates the notion of "conservative democracy" in the discourse of the Justice and Development Party (Adalet ve Kalkinma Partisi, AKP) in relation to the concepts of change and continuity. It argues that "conservative democracy," which is presented as a "genuine contribution" of the AKP to Turkish politics, is actually a continuation of a tradition within Turkish conservative literature rather than a product of the moment. Hence, contrary to the party's claim, "conservative democracy" is not an invented but a reinterpreted concept. It is reformulated pragmatically to illustrate a rupture from the Islamist background of the party leaders.

Summary/Abstract The hijab ban in Turkish universities has been in place since the late 1960s, although the enthusiasm with which the ban has been applied has varied according to political circumstances, and there have been unsuccessful efforts by conservative governments to lift the ban. The strategies of pro- and anti-ban media actors have also shifted with the political environment. The only consistent element in the pro- and anti-ban discourses in the media in the periods surrounding the critical junctures of the February 28, 1997 intervention and the 2002 elections was the word choice in favor of turban or headscarf in referring to the banned dress.

Summary/Abstract This paper studies the sources of macroeconomic fluctuations in a typical small open economy, Turkey, using a structural vector autoregressive (SVAR) model. The study finds that supply-side shocks are the main source of output fluctuations in the long run, explaining almost half the variance of domestic output. However, most of the short-run variability in domestic output is dominated by relative demand shocks. Aggregate demand shocks do not appear to play any significant role in output fluctuations in the long run. Changes in fiscal policy play a moderate role in determining the real exchange rate in the short term, while changes in world output and prices of imported inputs are the major determinants of the long-term real exchange rate. The long-run price variations are mainly due to oil price and world output shocks.

Summary/Abstract This study focuses on the economic relations between Turkey and the European Union from 1996 to 2006. The analysis includes the major macroeconomic performance in the Turkish economy prior to and after the implementation of the Customs Union Agreement. It also focuses on the external and internal macroeconomic dynamics of the Turkish economy. The results of an empirical investigation indicate that Turkey will tend to encounter large declines in GDP growth rates during 2009-2017. The forecast estimations show that Turkey is expected to grow by an annual average of 3.27 percent or 3.41 percent depending on internal and external factors, respectively.
