Summary/Abstract MEZHDUNARODNAIA ZHIZN', a foreign policy journal, was started in Moscow in 1954 by the popular and influential Znanie (Knowledge) educational society if we trust the imprint. In fact, it was a periodical of the Foreign Ministry of the U.S.S.R.; today, 55 years later, it remains a publication of the Foreign Ministry of the Russian Federation. The Znanie Society disappeared together with the Soviet Union; today, there is no need to camouflage the editors' close creative and other ties with the Foreign Ministry. In short, I am going to write about the 55th anniversary of the journal.

Your journal has at all times been one of the most influential foreign policy publications. It can rightfully be called one of the patriarchs of the country's information field. It has also possessed a kind of a "home" element, which lent it a special color, giving ministry officials greater possibilities, as it were, for "freedom of expression.

Summary/Abstract THE COLLECTIVE SECURITY Treaty Organization summit that met on 4 February 2009 in a special session of the Collective Security Council (CSC) decided to set up Collective Rapid-Reaction Forces (CRRF) of the CSTO. Acting on the fundamental provisions contained in the Collective Security Council's decision this past February, a team of experts of the Organization and of the member states drafted and submitted to the presidents, on 14 June 2009, a number of top-priority documents regulating activities of the CRRF. In particular, the Collective Security Council members examined and signed a framework agreement on Collective Rapid-Reaction Forces of the CSTO and appropriate annexes.

Summary/Abstract A. I. Denisov: Mr. Obama has completed his initial period in office as president of the United States. To be more accurate, nine of 48 months of his first presidential term have passed. It is a considerable period, and as far as we know, the basic parameters of US policy, the policy of the Democratic administration, have already been finalized or are close to finalization. This also applies to its policy with regard to Russia. On the one hand, it is too soon to sum up the first results of the "resetting" of relations, because the "resetting" process continues, going through a fairly active phase. On the other hand, something definitive has already been accomplished. This refers primarily to the climate, the atmosphere of our relations. One should not underestimate this apparently immaterial factor, because only a favorable atmosphere makes it possible to conduct constructive dialogue aimed at achieving what in political science is known as a "win-win" formula - i.e., a situation that is advantageous to both sides.

Summary/Abstract THE CURRENT WORLD FINANCIAL CRISIS has brought out not only common but also specific reactions of national economies integrated into the global economy. This article analyzes special features of the economic model that took shape in countries of Central and Eastern Europe (CEE) - Bulgaria, Croatia, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Romania, and Slovakia - on the eve of the current world financial crisis. It also discusses major guidelines of the anti-cyclical policy and provides assessments of long-term effects of the crisis on the economies of CEE countries.

Summary/Abstract It is an exceptional thing when a person lives for a hundred years. And Dmitry Fyodorovich's whole life, a bright and highly-charged pageant of events and activities, which has spanned a century, has been exceptional. Right after the war, engineer Safonov was recruited into the diplomatic service. He did not have to wait long to find himself in the thick of things. In 1946, he, along with his family, went to work at the UN Secretariat as a foreign civil servant. Everything was new, unfamiliar, for the first time. And not only for him and his family: the life of a vast international structure was being formed and organized.

Summary/Abstract ON 20 AUGUST, 2009 Libyan intelligence officer, Abdelbaset Ali al-Megrahi, earlier sentenced to life imprisonment for the Lockerbie bombing, the biggest terrorist act in Britain's history, was released from prison in Scotland. Fifty-seven-year-old Megrahi was freed on compassionate grounds by Scottish Justice Secretary Kenny MacAskill following reports that he had terminal prostate cancer and had less than three months to live. Megrahi arrived back home to national celebrations and acclaim, accompanied by the waving of Scottish flags, although only one dignitary, Saif al-Gaddafi, son of the Libyan leader Muammar al-Gaddafi, was there to greet him. Gaddafi received him the following day. Britain and America were outraged by this reception and by the release itself. The scandal spread and gained momentum, becoming increasingly intense as time went by.

Summary/Abstract THE JOURNAL International Affairs and the Federation for Peace and Conciliation, which is the successor of the Soviet Peace Committee, have been successfully cooperating for many years. And it is worth noting that all this time both the journal's editorial board, as part of the mass media, and our organization, which represents the international peace movement, have essentially been engaged in a common cause. This is expressed in the study of and search for ways to settle problems of security and disarmament, resolve various international and regional conflicts, and analyze Russia's place and role in these processes. One of the tasks of both structures has been to influence public opinion, albeit at different levels indirectly at the mass media level and through direct citizen participation at the level of the nongovernmental community.

Summary/Abstract THE MEETING OF THE SHANGHAI Cooperation Organization (SCO) heads of state, which took place in Yekaterinburg in June 2009 and where Russia handed over the SCO's rotating presidency to Uzbekistan, clearly showed both the achievements and the problems that this organization encountered over the past year. The main achievements are primarily linked to security cooperation between the member states. A meeting of SCO defense ministers in April 2009 approved a plan of cooperation between the defense ministries of the SCO member states for 2010-11, which envisages a number of multilateral and bilateral exercises - mainly antiterrorism exercises. Law enforcement and intelligence agencies also actively cooperate, their activities being coordinated by the Regional Anti-Terrorism Structure (RATS) headquartered in Tashkent.

That was due not only to a record high participation of UN member states (even though it was a regular, not jubilee session, more than 120 heads of state and government arrived in New York) but also to the wide range of international issues demanding coordinated decisions on the part of the world community. Naturally, the level of participation by UN delegations was also influenced by the Pittsburgh summit of leaders of the world's 20 largest economies.
