Summary/Abstract Today, we should look back at the road the EU has covered from 6 to 28 member-states which means that more and more countries found it very attractive. It created the European Commission and the European Parliament, two new institutes of power that help maintain the far from simple and very precise balance of power in Europe. We should not forget the establishment of the EU common armed forces; its common currency not only changed the Westphalian system but outlined a fundamentally new concept of statehood.

Summary/Abstract Armen Oganesyan, Editor-in-Chief of International Affairs: Mr. Prodi, some time ago you said that Europe had grown stronger through crises and that this could be done through solidarity of Greater Europe and infrastructural efforts. Do you think that this level has been achieved - if not what should be done to achieve it? Romano Prodi: I said that Europe had always grown stronger through crises because this is true. We have lived through many crises. Even from the political point of view we gained a lot: think back about the empty chair of de Gaulle. I mean France and the European meetings, other foreign policy disagreements, the Iraqi war. You know, every time there were two Europes; I can add many more examples of this.

Summary/Abstract Pivotal informal organizations, above all the G20, the G7 and the BRICS, have accumulated growing power in recent years. At a basic level, informal organizations differ from the formal institutions such as the UN and the IMF in a number of key ways: membership structure; foundational or legitimizational character and level of bureaucracy. What are the implications of this phenomenon for global governance? What does this shift from a hub club to a focal point network imply for innovation in modes of cooperation? The author has participated in numerous such summits, in his capacity as Prime Minister of Italy and President of the European Commission, and shares his first-hand thoughts.
