Summary/Abstract |
From the recipients' perspective, arms transfers have, through the use of offsets, technology transfers, and industrial participation, become an opportunity to receive not only advanced weapons, but also technologies not otherwise available. How important are friendly relations for securing a military export order? To what extent do buyers demand advanced military or commercial technology and how are these demands accepted by the supplier? How does this influence smaller producers in relation to major producers? These questions are addressed by studying (a) the Joint Strike Fighter/F-35 by Lockheed Martin, USA, and the JAS-39 Gripen aircraft by Saab, Sweden, (b) the Medium Multi-Role Combat Aircraft competition in India for 126 combat aircraft, and (c) the Indian offset policy. In the final section, some long-term consequences are discussed.

Summary/Abstract |
While the military mood of the Paris Air Show may have been arguably more 'low key' than in previous years, business was still being done and announcements were still being made. Certainly, budget restrictions are not helping the situation in Europe and North America. Nevertheless Asia and Latin America are fertile markets for defence equipment, and perhaps a more robust military presence will be seen at the exhibitions on the horizon in these parts of the world? For the time being in Europe at least, tight budgets make for quiet air shows.

Summary/Abstract |
Appointed as the Air Force Chief of Staff (CEMAA) on September 17, 2012, at the age of 53, General Denis Mercier had joined the French Air Force academy in 1979 and qualified as a fighter pilot in 1983. With 182 combat missions and more than 3,000 flying hours (mostly on Mirage F1C and Mirage 2000C) throughout his career, he has acquired extensive experience both as an operational commander and as a fighter pilot. In 2008, he was appointed Commander of the French Air Force Academy in Salon de Provence. Prior to becoming Air Chief, he was posted as a senior Military Advisor in the Ministry of Defence.
Claude Arpi met him on his return from Jodhpur where the Indo-French joint exercises 'Garuda V' were being held. That day, General Mercier flew a Sukhoi-30 MKI, while his Indian counterpart, Air Chief Marshal Arup Raha flew a Rafale. Excerpts from the Interview

In the absence of any indigenously produced combat aircraft discounting the non-operational Tejos, India's current aircraft are Russian (MiG-2, MiG-27, MiG-29, Su-30MKI), French (Mirage-2000) and the Anglo-French Jaguar. The IAF has learnt, nay mastered, the art of managing mixed fleets, even integrating Western and Indian avionics into Russian aircraft, but HAL has remained at the lowest point of the learning curve in terms of producing its own combat aircraft design, Thus, in future too, the IAF appears destined to live with mixed fleet although some rearrangement is foreseeable. So what are our foreign options?
