Summary/Abstract The world crisis interrupted the stable economic growth Armenia had been enjoying for the past fifteen years. Progressive development began in 1994, whereby between 2001 and 2007 the growth indices reached double digits. In 2008, the increase in GDP came to a halt due to the Russian-Georgian war and amounted to only 6.8%. And as early as the first six months of 2009, the GDP began to decrease, dropping as low as 16.3% compared to the same period of the previous year, which is one of the worst indices for the entire CIS. In July, the drop in GDP amounted to 18.7%, which encouraged people to think that the crisis had bottomed out.

Summary/Abstract This essay examines the structural economic reform measures undertaken in the Arab world in the past two decades. Developmental projects in the region have attained growth in gross domestic product, higher levels of human capital, and stable governments. These, however, have been accompanied by corruption, structural economic problems, social exclusion, and negligence of good governance and the rule of law. This essay suggests that the juxtaposition of economic reform and liberalization with corruption, authoritarianism, and absence of good governance were a recipe for the social tumult that became the Arab Spring. Social unrest will remain the rule rather than the exception in the Arab region for the foreseeable future, especially in countries that have undergone regime change, such as Egypt and Tunisia, due to the lack of expected economic and political reforms.

Summary/Abstract FOREIGN POLICY cannot remain frozen; it is as fluid as any other sphere of social relations. Indeed, at different stages of human history, wars, national and religious movements, technical innovations, and scientific discoveries triggered changes in world politics. In the last five years, global economy gradually recovering from the world crisis which began in 2008 has been a catalyst of such changes. Economic problems which have not yet left the stage affected and continue to affect the UK foreign policy.

Summary/Abstract Since the tax-sharing reform in 1994, the Chinese fiscal system has exhibited a marked vertical fiscal imbalance-a mismatch between expenditure and revenue assignments-at the local levels, which may cause the common-pool problem in local governments' behavior. Using a large fiscal dataset at the county level from 1997 to 2006, this paper studies the effects of fiscal decentralization on local expenditure policy and analyzes how the vertical fiscal imbalance shapes these effects. The estimation results show that expenditure decentralization increases government spending and leads to a fund allocation with a larger weight on capital construction and smaller weights on education and administration. In contrast, revenue decentralization has little influence on local government expenditures. We show that the differences in the effects of expenditure and revenue decentralization can be attributed to the distortionary effects caused by the vertical fiscal imbalance and, thus, offer support to the importance of the common-pool problem at the county level of China's fiscal system.

Summary/Abstract The first decade of the new century had seen an increase in rights-protection protests in urban China. The main participants of these protests were local middle-class residents who initiated protests to raise issues on specific economic and social problems as opposed to abstract sociopolitical issues. They have started to claim rights which were granted to citizens by law in principle but never actually delivered. The sociopolitical changes facilitate the emergence and success of middle-class protests, which in turn have contributed to the improvement of local governance and positively reshaped local politics. However, their influence on the macro political structure of China remains to be seen.

Summary/Abstract The article analyzes the main areas of development of the strategic partnership between Russia and China today. The author examines the characteristics of their interaction in mitigating the consequences of the global financial and economic crisis, and explores the state of bilateral commercial, economic, cultural, and humanitarian relations between them. Problems of, and prospects for, cooperation between the two countries on the international stage are also analyzed. The article identifies a number of problems and bottlenecks that affect the effectiveness of relations developing between Russia and China, suggests ways to overcome them, and makes a major conclusion that full-scale promotion of bilateral strategic partnership serves both countries' fundamental national interests.

Summary/Abstract The declaration of colossal losses on the subprime mortgage markets by the French bank BNP Paribas in August 2007 and the bankruptcy of the U.S. bank Lehman Brothers in September 2008 were the universally recognized omens of the looming global financial crisis. Five years have passed since then. The world is different. The economic life is now harsher, harder and sometimes beyond rational control on the basis of customary solutions that have taken decades to devise. Russia is no exception. Its economic problems are getting worse and very far from being resolved. But it is already clear at this point that we shall have to tackle them in close cooperation with partners and with due regard for global development trends.

Summary/Abstract On 28 June 2012 the long-awaited White Paper on the Overseas Territories subtitled Security, Success and Sustainability was published by the UK government. The White Paper sets out the nature of the existing links between the UK and its 14 Overseas Territories and the measures required to 'renew and strengthen' the relationship. The Coalition government felt-perhaps correctly-that towards the end of the Labour Party's time in power relations with at least some of the Territories were becoming increasingly fractious, and several political and economic problems in the Territories required stronger corrective action. Thus, the White Paper attempts a balance between promoting a more positive overall agenda while making clear the responsibilities and high standards of governance the Territories must maintain.
