War is the great auditor of military institutions and since the attacks of 9/11, the United States military has been under audit for well over a decade - the longest period of continuous warfare in its entire history - and one in which strategic success seems at best, ambiguous and at worst, elusive. Not surprisingly, the strategic skill and battlefield effectiveness of the American military has been a subject of great inquiry over the last five years. Thomas E. Ricks's mammoth study, The Generals: American Military Command from World War II to Today is but the largest instalment in a plethora of works examining America's military performance in the modern era by such writers as David Cloud and Greg Jaffe, Stephen R. Taaffe, Lewis Sorley, Jean Edward Smith, and Fred Kaplan.1

| Summary/Abstract |
As America ages, policy-makers' preoccupations with the future costs of Medicare and Social Security grow. But neglected by this focus are critically important and broader societal issues such as intergenerational relations within society and the family, rising inequality and lack of opportunity, productivity in late life (work or volunteering), and human capital development (lifelong education and skills training). Equally important, there is almost no acknowledgment of the substantial benefits and potential of an aging society. The MacArthur Foundation Research Network on an Aging Society offers policy options to address these issues and enhance the transition to a cohesive, productive, secure, and equitable aging society. Such a society will not only function effectively at the societal level but will provide a context that facilitates the capacity of individuals to age successfully. This volume comprises a set of papers, many of which are authored by members of the MacArthur Network, focusing on various aspects of the opportunities and challenges facing the United States while it passes through its current demographic transformation. This essay provides a general overview of the strategy the Network has used to address the various components of this broad subject.

| Summary/Abstract |
This article addresses a significant question in American civil-military relations: under what conditions will civilian principals punish military leaders for shirking? In order to inductively derive a theory of civil-military punishment, the authors examine two cases of military shirking where there is little doubt that insubordination occurred. The first case the authors analyze is Douglas MacArthur's insubordination under Harry Truman during the Korean War, and the second is Colin Powell's scuttling of Bill Clinton's plan to allow homosexuals to serve openly in the military in late 1992 and early 1993. This analysis indicates that two factors are linked to civil-military punishment. First, the salience of the issue at stake determines whether he or she decides to punish shirking. The second factor linked to punishment is whether or not the civilian has the military's support to pursue punishment.
