| Summary/Abstract |
Japan’s longest serving prime minister, Abe Shinzo was struck and killed by a bullet at 67 years of age on July 8, 2022. Several breakthrough policies, strategies, and principles in the fields of security and diplomacy were included in legislation enacted during his term as prime minister. This article discusses the background and effects of selected achievements of former Prime Minister Abe Shinzo, one of the postwar era’s most influential politicians who should be remembered for pushing Japan’s security and diplomacy policies beyond their traditional boundaries.

It is beyond question that one of the keys to global COVID-19 containment is the enhancement of the health and medical systems of developing countries, especially those in Africa. To that end, international cooperation is imperative. Article 2 of the United Nations Charter stipulates that UN members settle international disputes by peaceful means and refrain from the threat or use of force. This commitment represents the most important agreement humankind has constructed in international relations after World War II. In defiance of this agreement, Russia invaded Ukraine in February 2022. This article first discusses similar historical cases and notes that it is necessary for international society to stay prepared for similar crises. On the premise that such emergencies will continue to recur, the author presents eight lessons that should be learned by the international community from the Russian invasion of Ukraine.

When the first and second terms in office are combined, the total duration that Abe Shinzo served as Prime Minister of Japan exceeded that of all his predecessors. This article reviews and assesses the achievements of his second administration (December 2012–September 2020) with a focus on the fields of diplomacy and security. Selected policies in each of the two fields are described in detail. Although some important policies were not addressed, the author recognizes three particularly significant achievements by the Abe administration in the fields of diplomacy and security, which are: (i) the 2015 Legislation for Peace and Security; (ii) Prime Minister Abe’s statement marking the 70th anniversary of the end of World War II; and (iii) his 2016 initiative for pursuing a Free and Open Indo-Pacific (FOIP).

The upbringing and early life experiences of a political leader strongly influence development of the policy framework implemented when in office. In the case of Nakasone Yasuhiro, his experiences during the Pacific War would later be reflected in both domestic policy and international affairs. In terms of international relations, Nakasone formed relationships of trust with international leaders in both East and West that engendered respect and that contributed to his exceptional leadership in Japan’s diplomacy.

| Summary/Abstract |
The concept of a Free and Open Indo-Pacific (FOIP) is taking firm hold as a new core vision of Japan’s foreign policy. It has been endorsed at the US-Japan and Group of Seven (G7) summits.
So far, however, there has not been sufficient discussion about specific approaches to promote it. In particular, the discussion on Southeast Asia, the region where the Pacific Ocean and the Indian Ocean meet, has been insufficient. Should Southeast Asia come under the influence of China, the significance of FOIP would be halved.
This article proposes the establishment of a Western Pacific Union (WPU) at the heart of FOIP as a loose regional association by grouping the Western Pacific countries including Japan, major Southeast Asian countries (Indonesia, the Philippines, and Viet Nam), Australia and Pacific Island Countries. The proposed WPU aims to contribute to the regional and world’s peace and prosperity, while not confronting China, by upholding the principles of freedom, democracy, and the rule of law.

The Kishida administration adopted a set of three new national security and defense strategy documents at a Cabinet meeting in December 2022. They included the decision to possess counterstrike capabilities, something the author had advocated for many years. This article reviews the evolution of Japan’s security policy from the postwar era to today and discusses how the Russian invasion of Ukraine has clarified the national security strategy that Japan should pursue.
