Summary/Abstract The Arab unrest had a severe impact on the GCC, as it uncovered the existing internal fissures and limitations of the organization. Despite their success in integrating themselves on vital economic, security and political issues, divergent policies adopted by the individual member states on a number of regional issues in the aftermath of the Arab unrest was the main reason for the widening cracks within the organization. Failure to establish consensus and often contrarian positions adopted by the members over sensitive regional issues amid the regional turbulence have raised questions over the unity and relevance of the organization.

Summary/Abstract India's relationship with the Gulf Cooperation Council (GCC) has been primarily based on mutual trade and business. GCC countries are the main source of energy for India and a market for Indian commodities. India's five-million-strong workforce forms a natural linkage between India and the GCC. But despite such strong trade linkages, which are still growing, political and strategic relations between India and the GCC have been found lacking. Recent years have witnessed signing of defence and security agreements between India and some of the GCC countries. But there still remain some irritants in the relationship, which need to be addressed by both sides. The emerging security and regional and international order in the region demands increased interaction between India and the GCC. As the GCC is also opening up, this paper argues that it is time for India to look beyond trade and business, and engage the GCC in political, security and strategic fields.

Summary/Abstract Trade has been the dominant factor in India's relationship with Saudi Arabia, with the import of oil being a major component. India views Saudi Arabia as a country with which it can forge security ties in order to deal with terrorism, piracy and criminal elements. Diplomatically, it could be a gateway for India into the wider Arab and Islamic world. In recent years, Saudi Arabia has reciprocated India's initiatives relating to issues of mutual interest. Although some hurdles remain, it is time for both countries to work towards building a strong strategic partnership.

Summary/Abstract Traditionally dominated by the trade, energy and Diaspora ties, the India-UAE relationship has been growing substantially in the security arena in recent years. There are deliberate and robust attempts from both sides to forge strong security cooperation. The high volume of trade and commerce, common threat perceptions such as terrorism and piracy, continuing regional instability in West Asia since 2011 are some of the key drivers of the growing India-UAE security cooperation. Recent high-level visits have provided the much needed confidence to both sides to engage in the security domain. The relationship has strong potential to grow in the future, given the persisting fragile security environment in their neighbourhood.

Summary/Abstract Most of the countries in West Asia have expressed an interest in developing nuclear energy. For them their growing demand of electricity owing to the increasing population, growing industries, their eternal reliance on the desalinated water and environmental protection are the major drivers of their decision to produce nuclear energy. Importantly, they would like to use nuclear energy for domestic consumption and supply oil and gas to earn more revenues. But their decision has also raised suspicion in some quarters amidst the fears of militarisation of their nuclear programmes, which may lead to an arms race in the region. Nuclear programmes of the Gulf Cooperation Council (GCC) and Saudi Arabia have been termed as an effort to counter the Iranian nuclear programme. Similarly, Syrian and Egyptian nuclear programmes are suspected to be intended against Israel. There are also increasing safety and proliferation concerns as these countries still have not adhered to a number of relevant International Atomic Energy Agency (IAEA) documents.
