Summary/Abstract The current transformation of energy systems around the world is fundamentally a policy-driven process, unlike previous socio-technical transitions. This article focuses on the challenges of constructing forward-looking policies for sustainable energy transitions in the presence of powerful incumbent interests, through an in-depth study of how the emerging option of demand-side response (DSR) was incorporated into the Capacity Market (CM) for electricity in Great Britain over the period 2010 to 2014. Drawing on extensive documentation related to the development of the CM rules and interviews with participants and close observers of the process, the paper provides an unusually detailed assessment of the influence of companies with large electricity generation assets. The evidence presented supports the hypotheses that these companies had influence through deploying public facing strategies, that they had been able to draw on close networks of contacts and networks with senior policy makers, and that the latter had internalised the ideas and interests of the former. Despite counter-lobbying by DSR firms and non-governmental organisations, institutional arrangements gave major generators an advantage in terms of access. The paper concludes by recommending the establishment of independent bodies to propose policies and monitor the process of their development during energy system transformations.

Summary/Abstract Nations today are urgently challenged with achieving a significant increase in the deployment of renewable energies. In Europe that need has given rise to a debate about the most effective and efficient support strategy. Whilst the different interests debate whether full European harmonisation or strengthening of national support policies for electricity from renewable energy sources (RES-E) is the best way forward, individual national support schemes are rapidly evolving. This study investigates how the EU member states have applied support policy types over the last decade. By identifying predominant developments in the application of feed-in tariffs, premiums, tradeable green certificates, tax incentives, investment grants, and financing support for specific technologies (wind, biomass, PV), this study shows that Europe is currently experiencing certain tendencies towards a 'bottom-up' convergence of how national policy-makers design RES-E policy supports. While some outliers remain, the policy supports of most countries become more similar in the policy types applied (dominance of feed-in tariffs) and in their scope of implementation (differentiation for installation sizes and 'stacking' of multiple instruments). These trends in national decision-making, which show tendencies of convergence, could make an EU-driven 'top-down' harmonisation of support either dispensable or at least (depending on the agreement) less controversial.

Summary/Abstract The UK Government has committed itself to reducing its carbon dioxide emissions. The challenge of successfully achieving a transition to a sustainable energy system, in the context of the UK's largely privately owned energy industry, rests on the ability of policy makers to encourage and enable the necessary changes or innovation at all levels of the energy system. This paper argues that the UK's current, dominant political paradigm or framework (the regulatory state paradigm (RSP)) and within it, the role of the economic regulator, Ofgem acts as a fundamental block to this challenge. The current economic regulatory system is based on trust in the market, or on predicted (albeit theoretical) known outcomes. To expand our regulatory system to one which can deliver a sustainable energy system requires innovation in a certain direction (as opposed to any innovation). That is the antithesis of the current process of regulation. Trust is required that Ofgem, the economic regulator, will develop rules and incentives which deliver an agreed sustainable energy goal, which is 'trusted' to be the 'right' goal. This requires Ofgem moving away from ex-ante regulation to a type of regulation where all costs, benefits and outcomes cannot be known beforehand and where they cannot necessarily be quantifiable. This has, very provisionally, been called Public Value Regulation (PVR).
