Summary/Abstract There are tangible indicators that India, being a revisionist state and with a mature space program, aspires to join the club of states with space weapon capability. It is argued that India’s quest for space weaponization is detrimental to strategic stability and deterrence of the South Asian region. Re-conceptualizing and revising existing space laws to develop a new legal framework to address momentum towards the weaponization of outer space is important in this context. This paper assesses the emerging trend of space militarization leading to space weaponization and its implications for South Asian security.

Summary/Abstract Despite its scientific successes, NASA has over the past two decades lost its way, spending billions of dollars on transportation systems that have at bottom been failures. President Obama's cancellation of the costly and unwieldy Constellation program provides an opportunity for genuine reform of the agency and the US space program, through harnessing the innovatory and cost-effective power of commercial entrepreneurs. Examples of the kinds of project they might undertake - including solar power satellites, 'space taxis' and a space elevator - are discussed.

Summary/Abstract The decision by the Obama Administration of the United States to include the consideration of space arms control measures is one of the latest wake-up calls for stakeholders in the space weaponization debate. Featuring the interplay between economic, political, and technical considerations, the outcome of this issue may depend on the political justifications and implications of the arguments proposed. This article uses international relations theory to analyze the assumptions behind the argument that the United States' placement of weapons in space would inevitably lead to an arms race in space. By examining the structural realist concept of stability and considering what such an arms race in space would entail, it concludes that this outcome is, at best, only probable, and that its continued use weakens the overall argument of anti-space weapons proponents. Addressing such problematic assumptions may prove important not only in strengthening the arguments of stakeholders on both sides of the issue, but also in enriching the debate and bridging perspectives on this highly polarized issue.

Summary/Abstract Cooperation on space issues has been one of the elements of the Russian-Chinese strategic partnership, and includes both technological and political dimensions. As a rising space power with an ambitious space exploration program, China has greatly benefited from proven Russian technology and knowledge. Additionally, Russia and China have united their voices on the issue of space weaponization, and have coordinated their efforts in the international fora. Through analyzing political and technical cooperation on space issues between the two nations, prospects for, and limits of, the Sino-Russian strategic partnership in space are assessed. The conclusion is reached that building on a Russian technological base, China is gradually transforming from a recipient of Russian technical assistance to an equal partner in complex scientific projects. The issue of technology transfer, however, is sensitive for Russia and places limits on cooperation. At the same time, a change in the United States approach to both states challenges the Sino-Russian space entente, both in its technical and political dimensions, and in the long-term viability of a strategic partnership.

Summary/Abstract India’s quest for space weaponization will have consequences for regional stability. South Asia remains a precarious region given the historical rivalry between India and Pakistan and their posture of mutual deterrence. India’s pursuit of space weaponization and subsequent militarization will trigger an expensive and unnecessary arms race between India and Pakistan, exacerbating the fragility of the South Asian security matrix.

Summary/Abstract Combat in near-Earth orbit is emerging as a more realistic possibility. The argument here is that changes in space technologies combined with a sea change in political rhetoric is bringing the possibility of military conflict in space technologies. This movement reflects a generational shift as the original decisions regarding military conflict in space are now being reassessed by a generation who did not experience World War II or the Cold War. For these, the sanctuary approach to space activities is not as persuasive and new enhanced space technologies bring the possibility of victory or at least survival possible during a conflict in space.
