Summary/Abstract The effective delivery of a sustainable energy future raises many challenges in relation to energy distribution where a new understanding of spatial planning is needed in relation to energy production, consumption and storage. Understanding the emergent low carbon energy economy in terms of its production, distribution and consumption characteristics has prompted a deliberate spatial planning interest. This paper examines issues relating to spatial planning, regulation, political legitimacy and accountability in the current and future systems for energy distribution. In particular it examines the Beauly Denny public inquiry in Scotland as a case study in terms of demonstrating the changing state-market-civil relations in an energy transition context with differentiated values and interests. The case study highlights implications for the regulation in the public interest of highly contested spaces, places and development schemes, together with a synopsis of government structure and change that is influencing the future of spatial planning and energy distribution in particular.

Summary/Abstract The efficiency of the Iberian Energy Derivatives Market in its first five and a half years is assessed in terms of volume, open interest and price. The continuous market shows steady liquidity growth. Its volume is strongly correlated to that of the Over The Counter (OTC) market, the amount of market makers, the enrolment of financial agents and generation companies belonging to the integrated group of last resort suppliers, and the OTC cleared volume in its clearing house. The hedging efficiency, measured through the ratio between the final open interest and the cleared volume, shows the lowest values for the Spanish base load futures as they are the most liquid contracts. The ex-post forward risk premium has diminished due to the learning curve and the effect of the fixed price retributing the indigenous coal fired generation. This market is quite less developed than the European leaders headquartered in Norway and Germany. Enrolment of more traders, mainly international energy companies, financial agents, energy intensive industries and renewable generation companies is desired. Market monitoring reports by the market operator providing post-trade transparency, OTC data access by the energy regulator, and assessment of the regulatory risk can contribute to efficiency gains.

Summary/Abstract The European Green Deal calls for a revision of the Regulation on guidelines for trans-European energy infrastructure (TEN-E Regulation). The focus of the TEN-E Regulation was on accelerating the development of strategically important projects linking energy networks across the EU, labelled as Projects of Common Interest (PCIs). We provide seven recommendations on how to revise the Regulation to align it with the new full decarbonisation objective. We split the analysis in three parts: the eligibility, selection and cost allocation of PCIs. Regarding eligibility, first, oil networks should be excluded, while the case of gas networks is debatable. Second, power-to-X technologies, electric charging infrastructure and (smart) gas distribution grids could be added to the scope. Regarding selection, first, the Ten-Year Network Development Plan (TYDNP) should be integrated over all energy vectors using an open-source model. Second and third, the scenarios used in the TYNDPs should be subject to the European Commission's approval, while the approval decision for cost-benefit analysis methodologies should be reallocated from the Commission to ACER. Finally, regarding cost allocation, first, cross-border cost allocation decisions should leave all involved jurisdictions with similar benefit-to-cost ratios to increase commitment. Second, affordability should be the only award criterion for European funding.

Summary/Abstract Many states in Eastern and Central Europe (ECE) possess extensive district heating (DH) networks that were constructed during the days of communist rule in order to provide a universally accessible energy service that supported Soviet development policies. But the post-communist transition was marked by the exacerbation of the sector's numerous technical, economic, regulatory and environmental problems, accompanied by its abandonment in favour of alternative methods of domestic heating. Recent efforts to increase the use of DH in ECE as a result of environmental and energy security concerns have taken place in an absence of critical, context-sensitive research. The purpose of this paper is to explore the legal aspects of post-communist DH reforms in Romania, with the aim of identifying some of the governance challenges faced by state authorities in managing the sector. In broader terms, we seek to explore the extent to which the Romanian legislative framework is in a position to promote energy efficiency in DH. This has been achieved via an analysis of formal policy documents, government decrees, strategic documents and laws pertaining to this sector, as published and subsequently amended in the Official Gazette. The conclusions of the paper identify the key regulatory issues in the sector-especially with respect to the tariff setting process and the division of competences among different organisations in it-while suggesting a set of policy steps and general restructuring approaches that could help overcome the current situation.

Summary/Abstract Regulatory experimentation is a novel approach to enable innovation in the energy sector, while maintaining the protection of consumers. We define regulatory experimentation as a temporary removal of regulatory barriers. This can be in the form of a derogation from a rule, but it can also mean assigning responsibility to players to conduct activities that they are normally not allowed to engage in. The outcomes of regulatory experiments inform future regulation. In this paper, we discuss experiences with regulatory experimentation in the energy sector of three pioneering countries: the Netherlands, Great Britain, and Italy. We compare the implementations along six design dimensions: eligible project promoters, scope of the derogations, length of the derogations, administration of the experiments, the access to public funding, and transparency. We also discuss how the early approaches have evolved in these countries. Finally, we look ahead and discuss how regulatory experimentation can evolve in the future European context to contribute to the green transition.

Summary/Abstract The rapid growth of energy use, worldwide, hfs raised concerns over problems of energy supply and exhaustion of energy resources. Most of the developed countries are implementing building energy regulations such as energy standards, codes etc., to reduce building energy consumption. The position of developing countries with respect to energy regulations implementation and enforcement is either poorly documented or not documented at all. In addition, there is a lack of consistent data, which makes it difficult to understand the underlying changes that affect energy regulation implementation in developing countries. In that respect, this paper investigates the progress of building energy regulations in developing countries and its implication for energy conservation and efficiency. The present status of building energy regulations in 60 developing countries around the world was analysed through a survey of building energy regulations using online survey. The study revealed the present progress made on building energy regulations in relation to implementation, development and compliance; at the same time the study recommends possible solutions to the barriers facing building energy regulation implementation in the developing world.
