Summary/Abstract Let me begin by putting my own moral and ideological cards on the table, since I assume that I have been asked to participate in this symposium because of, and not in spite of, the fact that I reject the idea that America's global hegemony is not just good for the United States but assures global peace and stability as well, and thus is good for the world. In his recent book-length article for a special issue of the New Left Review titled "American Foreign Policy and Its Thinkers," a brilliant, implacable anatomization of the American Empire, Perry Anderson approvingly quotes Christopher Layne's observation that "in international relations, benevolent hegemons are like unicorns-there is no such animal." That is certainly my view. And I would add that a democratic empire (for other than its own citizens, at least) is quite simply a contradiction in terms.

Summary/Abstract LIKE THE human-rights movement, democracy promotion is a radical project of social and political transformation whose adherents will not or cannot acknowledge either the ideological or the revolutionary character of their enterprise. In this, democracy promotion should be understood as a subset of contemporary liberalism-the only major modern ideology that denies it is an ideology at all. More precisely, it is the end state of human political organization after all the other ideologies have withered away, the future's moral default position.

Summary/Abstract ARTHUR RIMBAUD’S great 1871 poem, “Morning of Drunkenness,” concludes with a famous prediction: “Now is the time of the assassins.” The poet’s ecstatic vision may have been off by 150 years, but, between them, Saïd and Chérif Kouachi and Amedy Coulibaly, the perpetrators of the mass murders in Paris at Charlie Hebdo’s offices and at a kosher supermarket at the Porte de Vincennes in January of this year, appear to have helped usher in a real time of the assassins, one whose end is nowhere in sight. For the trio had their own ecstatic, murderous visions, ones for which neither the institutions of the French state nor the various strata of French civil society (to the extent they are separable in a France that remains corporatist in a way most of its EU partners do not) seem to have any antidote.

Summary/Abstract The influence of sectarianism in politics is about as welcome a topic among policymakers as the drunken uncle or the drug addict son is at the family dinner table. Indeed, a strong case can be made that it is because policymakers in powerful countries, above all in the United States and Western Europe, within the UN system, especially in the departments of political affairs and peacekeeping, and at the World Bank and the IMF, tend to craft their strategies and make their decisions as if sectarianism were a minor concern rather than the central one that it has always been in most parts of the world, that, like a sort of Philosopher's Stone in reverse, it has turned so many supposed geostrategic sure things into either disappointments or outright failures.
