Summary/Abstract This article maps and develops-theoretically and empirically-the field of civilizational analysis in international relations (IR). In particular, it teases out a more explicit "civilizational politics" line of research, which builds upon latent and underdeveloped themes in the civilizational turn in IR. "Civilizational politics" offers an avenue for theoretically inclined, empirically minded scholars to explore how social and political actors have come to understand, change, and construct world politics as if plural civilizations existed and their relations mattered. The article anchors "civilizational politics" research to a modernist-constructivist approach to IR and structures it around two key steps. The first step is to recover and interpret subjective and intersubjective meanings through participants' discourse. The article proposes an understanding of civilizations as "imagined communities" narrated by political and intellectual elites: as essentialized or non-essentialized entities; and as clashing/conflicting or dialoguing/engaging with each other. The second step outlines three causal pathways that explain how narrated civilizational imaginaries affect world politics and turn civilizations into social facts: by guiding and structuring social action; by shaping and becoming embedded in formal institutions and patterned practices; and by bestowing recognition and socially empowering actors claiming to speak for civilizations. The empirical import of a "civilizational politics" line of research is demonstrated through a re-reading of Turan Kayao?lu's article "Constructing the Dialogue of Civilizations in World Politics: A Case of Global Islamic Activism."

Summary/Abstract Processes of political transformation and external assistance in fragile states have received increasing attention in the academic literature over the past decade. This literature, however, has not yet adopted a multi-dimensional categorization of fragility. This article discusses the evolution of the concept of fragility, and assesses the growing literature on processes of political transformation in fragile states, with a special focus on the quantitative literature and on the effectiveness of external democracy-support policies. Its novelty lies in its contribution to drawing links between these parallel bodies of literature. Furthermore, this article argues that, by incorporating a more complex definition of fragility, future research could reach more nuanced approaches on how fragility influences both processes of democratization and the effectiveness of democracy-support policies.

Summary/Abstract In 2001 Argentina defaulted on its debts and then devalued its currency by abandoning the peso-dollar peg. The economy rebounded and has grown relatively strongly since then. This paper uses a critical political economy approach to first show that the Argentinian strategy finds support in the literature examining the effects of sovereign debt default, currency devaluation and fiscal consolidation on economic growth. Argentina is thus relevant to Europe's ongoing crisis. The article then investigates European media coverage of the Argentinian experience through an examination of major newspapers' stories between 2008 and 2013. It argues that the media have distorted the lessons of the Argentinian recovery by focusing on the negative consequences of default rather than its benefits; by emphasising the role of rising commodity export prices over domestic policy decisions in stimulating the economy; by opposing some aspects of government intervention in the economy even if the latter played a beneficial role; and by exaggerating the negative consequences of inflation. This distorted coverage is explained through reference to the media's ideological role in the implementation of austerity policies in Europe.

Summary/Abstract This article examines, from an historical perspective, how the idea of the 'responsibility of power' speaks to Chinese political thought, and assesses its significance to China's evolving engagement with global governance today. It argues that a shift in China's global mentality is now underway: from an aversion to taking the lead to one which sees China reprising its role as a global power and shouldering the responsibilities attached to this status in the management of world affairs. But, contrary to conventional depictions of China's 'responsible power' identity as an externally imposed or purely modern construct, the article illustrates how notions of responsibility and the corollary concept of responsible governance are not new, but have deep roots in Chinese traditions of statecraft and corresponding visions of world order. Taking into account the complex interplay between Chinese conceptions of responsibility and expectations of its global role, change is necessarily situated amidst historical continuity, as linkages are drawn between China's past and its present.

Summary/Abstract When Helen Clark became prime minister her longstanding engagement in world affairs generated high expectations that she would lift New Zealand's global reputation. Her prime ministership had just one iconic moment of global diplomacy - not joining the coalition that intervened militarily in Iraq in March 2003. Clark's prime ministership may not be the pinnacle of her global importance. Her nine years as prime minister became a finishing school for that future. Clark's post-prime ministerial career is better showing off her talents in a role suited to her strengths. She may not have yet peaked.

Summary/Abstract This paper challenges the commonly held perception that grand theory is irrelevant for policy. Policy, it is often argued, is in need of detailed case-oriented empirical analysis and instrumental policy recommendations rather than any sweeping generalizations or lofty ideas emanating from grand theory. Notwithstanding, this paper argues that grand theory has an underestimated relevance for policy. To be able to see and appreciate this, the notion of policy relevance must be expanded. Whereas grand theory and grand concepts such as Realism, Liberalism, Constructivism, or Marxism do not provide case-specific knowledge or recommendations, they provide general roadmaps, conceptualization of world affairs, and also have a symbolic function, legitimating or challenging established policy paradigms. Policymakers, akin to grand theorists, arguably like to make sweeping statements and generalizations. Drawing on theory and findings in public policy studies, here applied to international relations and foreign policy, this paper suggests conditions under which grand theory can be relevant for policy.

Summary/Abstract The policy and donor communities have placed great importance on fixing 'failed states'. World leaders have cited failed states as one of the greatest threats to the global community. Nevertheless the concept of the failed state is currently subject to a backlash from the academic community. Scholars have criticised the failed states literature on theoretical, normative, empirical and practical grounds. We provide a brief overview of these main concerns and offer a more systematic method for measuring 'state failure'. Coming up with better ways of assessing how states underperform will enhance our understanding of how institutional decay affects stability and development and, most importantly, will provide an improved system of early warning for practitioners.

Summary/Abstract This essay uses the case of Zanzibar in its complicated relationship with the United Republic of Tanzania (of which it is a part) as a lens on debates in political geography on empirical and conceptual approaches to critical geopolitics. We test the veracity of a multi-faceted critical geopolitics in the contemporary public contestation of Zanzibar's place in the United Republic from 2008-2012. We analyze Tanzanian media, the speech acts of Tanzanian leaders, and the key events and processes related to what is termed the 'Zanzibar problem' during the selected years, to make two points about a critical geopolitics approach: to strengthen critical geopolitics by broadening the analysis of language to engage political acts and languages beyond the Global North; and taking 'subaltern geopolitics' more seriously via engagement with critical geopolitical voices on discourses, events and processes from the Global South.
