Summary/Abstract |
Cambodia has struggled to diversify its economy in the past decade despite nearly double-digit growth per annum. Chinese interest and investment during this time comes at a critical juncture. This investment is driven from Taiwan and Hong Kong and has spilled into multiple industries, but most notably the garment industry which represents 14 per cent of Cambodia's
GDP and is by far its largest foreign exchange earner. The specific investment in garments demonstrates hand-in-hand governance, where governments and firms work together to create an environment generating growth, and thus far has produced positive results. Surprisingly, Cambodia has been able to achieve significant growth with foreign investment despite the minimal enforcement of policies. The garment industry is an exception to the rule and may have enjoyed good enough governance to succeed.

China aims to secure, across the globe, the natural resources and raw materials needed to sustain the rapid economic growth in its manufacturing and industrial sectors. Among the many critical resources needed to fulfill its variegated energy needs, oil is by far the most important one given that it fuels its economic engine. Angola's vast oil reserves and flexible production levels make it a leading producer and exporter of crude oil. It quickly became a strategic oil supplier to China. In 2010, Angola supplied one-quarter of China's oil imports.

Summary/Abstract |
Emerging infectious diseases (EIDs) pose international security threats. What cultural, political, and economic challenges stand in the way of setting up EID Surveillance infrastructure? Are there general principles that might guide engagement with developing countries and support such infrastructure? Using the US Naval Area Medical Research Unit 2 as a common denominator, this study compares barriers to EID surveillance in Cambodia and Indonesia and presents key factors that constrain disease surveillance systems. As extensive interviews revealed, low levels of development in general are the main impediments to building EID surveillance infrastructure and are perhaps beyond the scope of health and scientific agencies at this point. Ultimately, political economy matters and promoting greater understanding of these issues is a critical first step in mitigating negative outcomes.

China's double-digit average growth in the last twenty years has built up manufacturing and industrial behemoths that helped move the country from an agrarian society into a major economic player in the global economy. This prosperous growth coupled with construction of urban infrastructures and the rapid adoption of profligate lifestyles has created dependency on energy sources, raw materials and natural resources that need to be secured to maintain commercial, economic, and social wheels turning. In failing to sustain growth and security, both of which are national priorities, the Chinese Communist Party faces ideological and political risks. As a result, China's global resources quest is taking it to faraway lands and its presence as well as its motives and mechanisms raises geopolitical issues around the globe.
